Hon Gai Customs performs the task of state management of customs in an area spanning 18 seaports operating 24/7, many industrial parks, bonded warehouses, and cargo inspection locations at enterprises and production facilities. To lead the implementation of political tasks, Hon Gai Customs has proactively developed an action program to facilitate trade for import and export activities of goods through ports, a support program, accompanying enterprises, and closely coordinated with functional management units at the port to develop coordination regulations in management work.
Creatively deploy mass mobilization work into the unit's tasks instead of waiting for businesses to ask before answering by proactively going to businesses to directly meet, listen to opinions, guide procedures, resolve difficulties and problems right at the business headquarters. At the same time, mobilize and attract many businesses to carry out customs procedures at the unit; mobilize and guide businesses to improve compliance with the law when participating in import and export activities of goods.
In order to concretize the program of accompanying enterprises, improving the efficiency and effectiveness of state management of customs, the unit has effectively implemented the work of developing customs - enterprise partnership. From 2014 to present, Hon Gai Customs has organized more than 20 conferences of dialogue, consultation between customs - enterprises and related parties, attracting a total of more than 700 enterprises to attend. Through the conferences, more than 300 problems of enterprises have been completely resolved.
The form of signing coordination regulations between customs, enterprises and related parties, signing customs - enterprise cooperation agreements has also been effectively implemented by Hon Gai Customs in the past time. Up to now, there have been nearly 40 cooperation agreements signed by the unit with import-export enterprises in the area, contributing to strengthening supervision, cooperation and interaction between enterprises and related parties.
At the same time, the unit has also effectively implemented administrative reform and customs modernization. The promotion of administrative reform is combined with accompanying, supporting, and removing difficulties for businesses, improving competitiveness at the grassroots level. Improving the quality of competitiveness indexes at the department, branch, and industry levels (DDCI); administrative reform index (PAR INDEX); satisfaction index of people and organizations with the services of state administrative agencies (SIPAS); and grassroots competitiveness index (CDCI).
Hon Gai Customs has established support teams to effectively implement tasks, support solutions, and provide information on mechanisms, policies, and customs procedures to the business community. Research legal regulations, mechanisms, and policies of the State, customs procedures, and import-export tax laws, respond to and resolve problems, contributing to creating favorable conditions to promote import-export activities in the area. Regularly review and propose to reduce specialized inspection procedures to shorten the time for customs clearance of goods.
On the unit's fanpage, Hon Gai Customs also increased writing articles, reporting, propagating, disseminating legal documents, and guiding new regulations on customs procedures to the business community. Currently, the unit's fanpage has over 10,000 likes and regular followers. Thereby, it actively contributes to propaganda, promoting the image of activities, positioning the brand, affirming trust and attracting businesses to carry out procedures, as well as being a fast and effective information channel to receive, respond to information, and answer questions for businesses.
The reform of administrative procedures, modernization of customs, support and accompaniment with enterprises have brought about practical results, contributing to achieving the goals of "4 reductions" (reducing customs clearance time, reducing business costs, reducing business contact with customs, reducing staff) and "4 increases" (increasing the number of import-export declarations, increasing import-export turnover, increasing state budget revenue, increasing the number of new enterprises).
In the 2020-2024 period, Hon Gai Customs processed 212,320 declarations of 940 enterprises with a total import-export turnover of 42.81 billion USD, an increase of 99% compared to the 2015-2019 period, the number of declarations increased by 165%, the number of enterprises processing procedures increased by 43%. Processed procedures for 10,976 vehicles entering and leaving the country, an increase of 24.07%... In the first 8 months of 2025, procedures were processed for 574 enterprises with 61,186 declarations, with a turnover of 8,091.17 million USD, an increase of 35.7% in the number of enterprises, an increase of 39.56% in the number of declarations, and an increase of 5.54% in turnover compared to the same period in 2024. Processed procedures for 1,781 vehicles entering and leaving the country (of which 661 were entry vehicles), an increase of 40% over the same period.
