Mr. Dinh Phu Cuong, Principal of Nguyen Van Luong Secondary School, Binh Phu Ward, Ho Chi Minh City (formerly District 6) has just announced to parents of students the phone number and email that he manages to receive feedback related to money collection, boarding activities, canteen, etc.
Parents can call or come directly to Mr. Cuong at the principal's office during office hours. He hopes to receive clear and complete information, avoiding anonymous feedback for the school to resolve; at the same time ensuring the privacy of students and parents. This helps the school, teachers and himself to better perform their duties.

Speaking to VietNamNet , Mr. Dinh Phu Cuong said he does this every year because he wants to have an official channel for parents to report, avoiding posting news on unofficial sites that the school cannot control, nor does it know how to handle. As the head of the school, he wants to directly receive information to handle it properly.
Mr. Cuong said that in the past, he often received many complaints about lunch and toilets and handled them all during the day, and invited parents to supervise. As for money issues, the school had a "4 no" policy, but he still reported this, in order to detect and handle the problem promptly as soon as it arose.
A few days ago, Mr. Cuong informed parents about the "4 no" principle: No collection of operating expenses for the parent-teacher association; No collection of sponsorship fees; No mobilization of care for staff, teachers, and employees; No mobilization of purchasing facilities for classes and schools.
He said that this principle has been implemented continuously since 2018 and is reiterated at the beginning of each school year so that parents are aware and to prevent some individuals from claiming to be school representatives to solicit money. According to him, the school's annual budget still has a surplus of 10-15% after regular expenses, so it can ensure stable operations without needing to collect additional funds, and there is even a surplus to supplement the income of teachers and staff.
“The ‘4 no’ policy aims to help parents feel secure in sending their children to school, without financial pressure, especially at the beginning of the school year. Teachers can also focus on teaching and taking care of students,” said Mr. Cuong.
Should apply the model of Principal of Nguyen Van Luong Secondary School In recent years, the situation of overcharging at the beginning of the school year has still occurred in many places. Although not widespread, these incidents have caused much public outrage. When reported, school leaders often blame parents or claim that they do not fully understand the regulations of their superiors. For many years, the education sector has always received attention from the Party and the State, with the budget spending level not less than 20%. Although most of this funding source is used to pay salaries, the remaining amount for other activities is quite limited, but the People's Councils of localities have issued regulations on socialized revenues, helping schools have more conditions to serve teaching and learning. Besides schools that implement correctly, there are still places that use "this reason or that reason" to set up revenues. The fact that the Principal of Nguyen Van Luong Secondary School publicly announced the policy of “4 no’s” is a commendable act that needs to be recognized and replicated. The education sector should study this model for application, and at the same time resolutely detect and strictly handle cases of overcharging.
