Ho Chi Minh City Department of Education is about to inspect revenue and expenditure at the beginning of the school year and strictly punish schools that violate regulations.

On the afternoon of September 25, at the socio -economic press conference, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City - informed the press about issues of public concern regarding the education and training sector.

The Department of Education and Training will strictly handle violations of revenue and expenditure at the beginning of the year.

Regarding the issue of revenue and expenditure at the beginning of the year, Mr. Minh said that the Department of Education and Training of Ho Chi Minh City has issued an official dispatch on strengthening the management of revenue and expenditure in the field of education and training and the mobilization of funding for education in the 2025-2026 school year and guidelines for implementing the circular of the Ministry of Education and Training regulating funding for educational institutions.

The Department also has detailed instructions for units to properly implement the process of mobilizing, receiving, managing and using funding.

Regarding the complaint related to Le Ngoc Han Primary School, the Ho Chi Minh City Department of Education and Training also worked with the school and representatives of Ben Thanh ward, requesting the school's leaders to seriously learn from experience and immediately stop the illegal mobilization.

The Department has asked the school to review all classes to avoid similar cases. In addition, it is requested that Ben Thanh ward advise on reviewing the operational plan, revenue and expenditure estimates and proposed collection levels of educational institutions, ensuring that non-tuition fees comply with regulations.

Proposing a comprehensive plan to repair school facilities

Regarding the issue of some schools in disrepair, the Department of Education and Training of Ho Chi Minh City said that the department has issued an official dispatch on reporting on facilities in preparation for the new school year and proactively implementing measures to ensure safety in schools, ensuring facilities and teaching equipment.

The Department has requested localities to develop a medium-term public investment plan for the 2026-2030 period in the education and training sector, identify needs and propose solutions.

According to the Department of Education and Training, after the administrative boundary arrangement, Ho Chi Minh City recorded a significant difference in physical facilities between regions. Many schools have been invested in for a long time, but are now deteriorating and need to be maintained, repaired or replaced to ensure safety.

In addition, there are a few schools that do not meet the standards of facilities as prescribed by the Ministry of Education and Training. The difficulties are mainly concentrated in densely populated areas, bordering or rapidly urbanizing areas, which are facing student overload.

Implementing the direction of the Chairman of the Ho Chi Minh City People's Committee, the Department has requested localities to urgently classify and assess the level of damage and degradation; proactively arrange and advance funds from the local budget to immediately repair items at risk of being unsafe, ensuring learning conditions for students and teachers.

The Department will also coordinate with the Department of Finance to advise the Ho Chi Minh City People's Committee on a comprehensive solution, including urgent repairs and new construction investment plans in areas with rapid population growth, to ensure stable school scale and complete the school year's tasks well.

At the same time, the Department is coordinating with localities to implement investment plans and develop new school networks, gradually balancing the system to meet the requirements for education quality and the increasing learning needs of the people.

Ho Chi Minh City needs to recruit 5,696 teachers

Also at the press conference, the Department of Education and Training informed about the first round of civil servant recruitment. Specifically, public service units under the Department of Education and Training need to recruit 674 teachers and civil servants, of which the old Ho Chi Minh City area has 466 civil servants, the old Binh Duong area has 152 civil servants and the old Ba Ria - Vung Tau area has 56 civil servants.

For public service units under the People's Committees of wards, communes and special zones, there are 5,022 civil servants in the position of teachers. Of which, the old Ho Chi Minh City area has 2,721 civil servants, the old Binh Duong has 1,672 civil servants and the old Ba Ria - Vung Tau has 629 civil servants.

Thus, Ho Chi Minh City needs to recruit a total of 5,696 civil servants.

From August 14 to August 17, the Department of Education and Training received 10,562 registration forms, of which 10,176 were qualified and 386 were not. On September 27 and 28, the Department of Education and Training of Ho Chi Minh City will organize the second round of the exam in the form of admission at 6 exam locations.
