At the meeting on the implementation of the two-tier local government model on the afternoon of October 1, Ms. Tra said that the Ministry of Finance has instructed localities to focus on paying benefits to people who retire early. Thanks to that, in just the past week, 3,000 more cases have been resolved.
Some ministries, departments, branches and localities have completed payments, many places reaching over 90%, but there are still units with a low rate of under 60%. To date, nationwide there are still 36,542 people who have not received the regime. The Politburo requested to complete the payments before October 15.

The Minister emphasized that to achieve the goal, it is necessary to increase human resources at the commune level, while accelerating the restructuring of public service units and state-owned enterprises. Localities must review, classify, and restructure their staff, especially in specialized fields, to ensure quality and meet mission requirements.
According to Ms. Tra, after three months of operation, the two-level local government has become more organized, with stable state management activities and no interruption in serving the people. The administrative apparatus has been streamlined, reducing the number of specialized agencies and intermediary points, saving the budget and shortening the work processing process.
Many localities apply new technologies such as artificial intelligence and big data to management and operations, helping to receive and process documents transparently and on time. Some public works are utilized to serve people's daily activities.
After the reorganization, the country will have 34 provinces and cities with 3,321 communes, wards and special zones. The payroll will be reduced by about 18,400 people at the provincial level, 110,700 people at the communal level and 120,500 non-professional staff; the entire system will have nearly 91,800 provincial staff and 199,000 staff at the communal level.
The Ministry of Home Affairs estimates that in the 2026-2030 period, the budget will save about VND190,500 billion thanks to staff reduction and administrative expenses; but VND128,480 billion will have to be spent in the 2025-2030 period to resolve the unemployment and early retirement regime, including subsidies, social insurance and related expenses.
