Complete payment of benefits according to Decree 178 before October 15, strictly handle delays

The Government Steering Committee requested ministries, branches and localities to complete the payment of policies and regimes for cases that have decided to quit their jobs before October 15.

Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Government Steering Committee on the arrangement of administrative units at all levels and the construction of a model of two-level local government organization (Government Steering Committee) signed Official Dispatch 19 on the implementation of Conclusion 195 of the Politburo and Secretariat (on the situation and results of the operations of the political system apparatus and two-level local government).

The document clearly stated that Conclusion 195 of the Politburo and the Secretariat required the completion of payment of policies and regimes according to Decree 178/2024 (amended and supplemented in Decree 67/2025) before October 15 for cases that had a decision to retire before August 31.

To strictly implement the conclusions of the Politburo, the Secretariat and the Government Steering Committee request ministries, branches and localities to urgently pay policies and regimes for cases that have decided to quit their jobs before August 31 according to the guidance of the Ministry of Finance , ensuring completion before October 15.

During the implementation process, if there are any difficulties or problems, ministries, branches and localities must consult the Ministry of Finance for guidance.

At the request of the Government Steering Committee, heads of agencies, organizations and units must uphold their sense of responsibility in implementing policy and regime payments; review and review the responsibilities of agencies, organizations, units and individuals who intentionally cause difficulties in delaying policy and regime payments.

Ministries, departments, branches and localities need to report the results of policy and regime payment implementation to the Government Steering Committee (through the Ministry of Home Affairs and the Ministry of Finance) no later than 4:00 p.m. on October 14 for synthesis and reporting to competent authorities as prescribed.

After the above deadline, if the Government Steering Committee does not receive reports from ministries, departments, branches and localities, the ministries, departments, branches and localities must be responsible to the Politburo and the Secretariat for the performance of tasks of the agencies, organizations and units under their management.

As directed by The Ministry of Finance, ministries, branches and localities need to urgently complete the payment of policies and regimes before October 15 for those who retired early or quit their jobs and were approved by competent authorities before August 31 but have not yet been paid.

For those who retire early, resign from ministries, ministerial-level agencies, government agencies; other central agencies that have been approved by competent authorities before August 31 but do not have a source of payment, these agencies are requested to urgently review and propose the remaining funding amount, send it to the Ministry of Finance before October 1 to synthesize and submit to competent authorities to supplement funding according to the provisions of law.

For those who retire early or quit their jobs and have been approved by local authorities before August 31, localities will proactively use local budget sources and central budget sources that have been supported (if any) to pay according to regulations; in case of lack of resources, localities are requested to send reports to the Ministry of Finance before October 1 for synthesis and submission to competent authorities for consideration and decision on additional funding according to regulations.

Ministries, ministerial-level agencies, government agencies; other central agencies; People's Committees of provinces and cities are responsible for directing financial agencies and budget-using units to urgently arrange sufficient budget estimates and complete procedural documents according to regulations to send to the State Treasury to make payments and ensure completion before October 15.

While waiting for competent authorities to supplement funding, agencies and units must proactively use the assigned budget sources to promptly pay benefits and policies to beneficiaries.
