Creating public open spaces

The system of parks and squares in the province is being “re-created” in the direction of forming public open spaces, to better meet the needs of recreation, entertainment and cultural enjoyment of the people. At the same time, it contributes to creating a green, civilized, modern, humane and livable urban appearance.

Creating open spaces

Since the end of 2022, Bien Hung Park in the center of Tran Bien Ward, Dong Nai Province has been upgraded. One of the important projects being implemented is the removal of the fence separating this park from 30-4 and Hung Dao Vuong streets. In early 2023, the renovation of Bien Hung Park was officially completed, creating an open space connecting the park with surrounding urban roads.

In mid-April 2025, the fence separating the Provincial Convention Center (Tan Trieu Ward, Dong Nai Province) from Nguyen Ai Quoc Street was also dismantled. Similar to Bien Hung Park, after the fence was dismantled, a connecting space between the Provincial Convention Center and Nguyen Ai Quoc Street was also formed.

Most recently, in August 2025, the People's Committee of Tran Bien Ward also coordinated with Dong Nai Industrial Park Development Joint Stock Corporation (Sonadezi) to dismantle the surrounding fence and upgrade Lam Son Park to create a community living space, serving the entertainment and physical training needs of the people.

It can be said that, in just a short time, the removal of fences from parks and squares has created large "open" public spaces, better meeting people's needs.

Ms. Nguyen Thi Tu, a resident of Tran Bien Ward, said: Since the Bien Hung Park fence was removed, people feel "closer" to this park. Previously, to enter the park, they had to go through the gate, but now people can enter more easily without the fence. This also makes people want to go to the park more. On the other hand, without the surrounding fence, the landscape looks more open.

Mr. Tran Anh Minh, a resident of Tran Bien ward, said: When the fence of the Provincial Conference Center is removed, people will find it much more convenient if they want to go for a walk or exercise.

“Previously, to enter the Provincial Convention Center, people had to go through the gate, which made them feel hesitant. Now, there are many ways to access it, which is very convenient,” said Mr. Minh.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha said: The creation of public open spaces will better meet the needs of people for entertainment, recreation, and physical exercise. Not only that, the absence of fences separating these spaces also contributes to creating a more modern and intimate urban face and space.

Increase benefits for people

Currently, in addition to the parks and squares that have been created as open spaces, Dong Nai province is also continuing to direct localities to implement the urban beautification program. One of the requirements is to create public open spaces to increase enjoyment for the people.

Recently, Tran Bien ward has also been coordinating with functional units to implement the plan to establish Bien Hoa Citadel Square. Basically, the plan to establish Bien Hoa Citadel Square will absolutely preserve and not interfere with the 4 original relics that have been recognized as the National Historical Relic of Bien Hoa Citadel.

According to experts, public space is a community living space, park, flower garden, square, walking area... organized as an open space, with places for entertainment, rest and recreation to serve the spiritual life of urban residents.

However, it is worth noting that in the plan to establish Bien Hoa Citadel Square, the authorities have also proposed to demolish the two-story building in front to create an open space, connecting Bien Hoa Citadel with Phan Chu Trinh Street. From there, it will create a connecting axis to Dong Nai River, creating a landscape and view from Dong Nai River towards the city.

For the inner area of Bien Hoa Citadel, the proposed plan is to reorganize the landscape by redesigning the park, setting up parking lots, playgrounds, planting trees, flagpoles, lighting systems, etc. This plan aims to create a community living space, an open space, creating conditions for people to access the relic in the most convenient way.

In addition to establishing Bien Hoa Citadel Square, Song Pho Square, Tran Bien Ward is also being researched to develop into an open space, with a walking street to create more public space to serve urban residents.

Chairman of the Dong Nai Province Architects Association Khuong Nguyen Duc Chuong assessed: Creating public open spaces is a necessary step to improve urban areas, forming modern urban spaces with large openness, close to residents. From there, better meet the needs of people to enjoy these public spaces.
