Completing the construction of the Natural Resources and Environment Sector Database System Phase I

Reporting at the meeting, Mr. Khuat Hoang Kien - Deputy Director of the Department of Digital Transformation and Data Information of Natural Resources and Environment (CĐS&TTDLTNMT) said: On May 22, 2023, the Ministry of Natural Resources and Environment approved the project investment in Decision No. 1315/QD-BTNMT and on June 9, 2023, the Ministry approved the contractor selection plan for a number of consulting packages under the Project in Decision No. 1525/QD-BTNMT.

The Department has submitted to the Ministry for approval the Contractor Selection Plan (KHLCNT) for a number of bid packages and has been approved in Decision No. 1079/QD-BTNMT dated April 22, 2024. Accordingly, the Department is urgently implementing the work of organizing contractor selection in the second quarter of 2024, including 10 bid packages.

In the bidding package for the investment in server systems, specialized commercial software serving the implementation of the national land database; investment in network equipment for the data center and investment in specialized server systems to implement the database serving the establishment of the management and data platform at the Ministry of Natural Resources and Environment - is assessed as feasible for implementation. However, the bidding package for the construction of the central-level land database still needs further review.

For the bidding packages on Construction Supervision; Investment in equipment to ensure information security at level 4 for Data Centers; Renovation of mechanical and electrical equipment and operating equipment, etc., the E-HSMT approval procedures are being completed and issued in June 2024. After that, the Department will continue to deploy the bidding packages under the plan for the third quarter of 2024.

Regarding the work of establishing, appraising, and approving detailed designs and estimates for items, he said that the Department has held a council meeting to appraise the items: Building and completing the legal corridor, investment contents for the fields of Hydrometeorology, Geology and Minerals, and Natural Resources and Environment data management platform.

Along with that, the Department is completing the documents for approval of the Detailed Design and Estimate, will synthesize and submit to the Ministry for approval of the KHLCNT (Group 2) in June 2024. At the same time, the Department is also actively coordinating to establish the Detailed Design and Estimate of investment contents for the fields of Remote Sensing, Water Resources, Environment, Sea and Islands, and Climate Change according to current Laws.

Mr. Nguyen Bao Trung - Deputy Director of the Department of Information Technology and Communications of Natural Resources and Environment reported on the construction of the Smart Management and Operation System at the Ministry of Natural Resources and Environment. In particular, the Department has completed the bidding packages in the project and up to now, the Department is completing the work of making detailed designs and estimating the items: Building a smart management and operation system at the Ministry, connecting with the Command and Operation Center of the Government, the Prime Minister , the Command and Operation Center of ministries, branches, localities and Investing in and equipping the central control room at the headquarters of the Ministry of Natural Resources and Environment.

Thereby, the Department of Information Technology and Information Technology has organized to collect opinions from units under the Ministry and implemented according to the direction of the Ministry's leaders, the location of the central control room will change, the design options and new locations are being urgently completed and will be submitted to the Ministry's leaders by 2025 to complete the project.

In addition, strive to basically complete some important software in the National Land Information System by 2024 so that it can be piloted in some localities in the first quarter of 2025; approve detailed designs and organize contractor selection for some contents in the category "Building and completing databases and national information systems, important for the Natural Resources and Environment sector to ensure data is updated by 2025" including: Building Central-level land databases; Hydrometeorology; Geology and Minerals; Establishing and deploying large data warehouses for the Natural Resources and Environment sector.

At the same time, in the coming time, the Department will also approve the detailed design and organize the selection of contractors for the project "Building and completing the legal corridor to serve the collection, creation, management, connection, and comprehensive sharing of digital resources on natural resources and environment".

Overview of the meeting

Concluding the meeting, Deputy Minister Tran Quy Kien assessed that the project had basically disbursed funds according to the set targets and current regulations.

However, the Project "Building a Smart Management System at the Ministry of Natural Resources and Environment" changed the location of the central control room at the Ministry's headquarters, leading to design changes and delays in the implementation of the package.

For the Project "Building and completing the Information System, Natural Resources and Environment Database (Phase I), during the detailed design and implementation of investment packages, the Department of Information Technology and Natural Resources and Environment needs to study and update new regulations on information security of the Ministry of Information and Communications and the Ministry of Public Security . Therefore, the Department also needs to be careful and detailed in receiving technical requirements and data on the current status of data in the fields to ensure the feasibility of the design and investment work.

In addition, the budget for operating the 3 Projects is very large and it takes a lot of time to complete the investment procedures. Therefore, the Department needs to coordinate with the Ministry's Office to propose to the Ministry's leaders documents directing the vertical sectors to implement; it is necessary to urgently deploy bidding packages for items from the Central to the local level, especially for the provincial and local district levels to have appropriate proposed plans to ensure implementation progress.

For the Digital Transformation Project related to the activities of the Steering Committee, the Department needs to coordinate with the units under the Steering Committee to come up with specific and practical action plans. At the same time, it is necessary to complete the consultation with the Department of Planning and Finance, the Department of Science and Technology, and the Ministry Office to schedule important meetings of the Ministry's leaders, online meetings, in person, etc. to ensure transmission lines and specific report content.

Regarding the Project "Building a Smart Management System at the Ministry of Natural Resources and Environment", the Deputy Minister suggested that the Department should have a preliminary design map and ask for the opinion of the Ministry's leaders. After the policy is approved, the Department of Information Technology and Communications of Natural Resources and Environment needs to edit and supplement according to the direction of the Ministry's leaders; try to implement on schedule to complete the Project.
