The Provincial People's Council will decide on land price list from January 1, 2026.

According to the new regulations, the order and procedures for building the first land price list at the provincial level for announcement and application from January 1, 2026 will be carried out in 16 steps. Notably, the agency deciding on the land price list will be transferred from the Provincial People's Committee to the Provincial People's Council. After the competent land management agency publicly announces and directs the update to the national land database, the Provincial People's Committee will send the results to the Ministry of Agriculture and Environment within 15 days. If necessary, the Provincial People's Council will decide to adjust, amend, and supplement the land price list during the year.

Specifically, the construction of provincial land price list is carried out in 16 steps:

Step 1: The land management agency establishes a project to build a land price list, determining the content, progress, and cost.

Step 2: Prepare appraisal documents to send to the Department of Finance for appraisal. The Department of Finance is responsible for appraising and sending the appraisal document of the project dossier for building land price list to the competent land management agency.

Step 3: The competent land management agency receives and completes appraisal opinions and submits to the Provincial People's Committee the project dossier for developing the land price list.

Step 4: The Provincial People's Committee directs relevant departments, branches, localities and management boards to organize implementation.

Step 5: The provincial-level land management authority decides to place orders and assign tasks to qualified public service units to provide land price determination consultancy services or select land price determination consultancy organizations in accordance with the provisions of the law on bidding to develop land price lists.

Step 6: The Department of Finance shall submit to the Chairman of the Provincial People's Committee the composition of the Land Price List Appraisal Council as prescribed in Clause 1, Article 161 of the Land Law to appraise the draft land price list.

Step 7: The Department of Finance submits to the Chairman of the Land Price Appraisal Council a decision to establish a Working Group to assist the Council.

Step 8: Organize land valuation to build land price list:

Investigate, survey, and collect information to serve the construction of land price lists by area and location; the construction of land price lists for each plot of land based on value zones and standard plots of land.

Determine land type, area, and location in each commune and ward for the area to build land price list by area and location; determine land type, total number of land plots, number of land plots of each land type for the area to build land price list for each land plot based on value area and standard land plot.

Synthesize and complete the records of investigation, survey and information collection results at commune and provincial levels; analyze and evaluate the results of implementing the current land price list for the construction of land price lists by region and location.

Synthesize investigation, survey and information collection results; establish value zones; select standard land plots and determine prices for standard land plots; create comparison ratio tables for building land price tables for each land plot based on value zones and standard land plots.

Draft land price list and draft explanatory report on land price list development.

Step 9: The competent land management agency shall:

Draft the Proposal on the issuance of the land price list; Post the dossier for collecting comments on the draft land price list on the electronic information page of the Provincial People's Committee and the competent land management agency within 30 days; Collect written comments on the draft land price list; Receive and complete the draft Proposal on the issuance of the land price list; Direct the reception and explanation of comments, complete the draft land price list and the Explanatory Report on the development of the land price list.

Step 10: The competent land management agency submits the land price list to the Council for appraisal.

Step 11: The land price appraisal council conducts land price appraisal and sends the land price appraisal document to the competent land management agency.

Step 12: The land management agency receives, edits, and submits to the Provincial People's Committee for submission to the Provincial People's Council for decision.

Step 13: Provincial People's Council decides on land price list.

Step 14: The competent land management agency publicly announces and directs updating to the national land database.

Step 15: Within 15 days from the date of decision, the Provincial People's Committee shall send the results to the Ministry of Agriculture and Environment.

Step 16: If necessary, the Provincial People's Council decides to adjust, amend, or supplement the land price list during the year, the Provincial People's Council decides to apply some or all of it according to the procedures prescribed in Decree No. 151/2025/ND-CP.
