On the afternoon of September 24, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06, chaired the fourth meeting of the Steering Committee.
Since the beginning of the year, science and technology, innovation and national digital transformation have developed strongly, achieving many important results. In particular, digital infrastructure has been focused on investment and development.
In the first 8 months of the year, the digital technology industry's revenue reached more than 3.2 million billion VND, an increase of over 28%. Nearly 400 medical facilities connected more than 2.5 million electronic medical records, over 2.6 billion electronic invoices were issued. More than 890 administrative procedures and 222 business conditions were cut and simplified.
On behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked the close and drastic direction of the Politburo, the Secretariat, especially General Secretary To Lam and other Party and State leaders; at the same time acknowledged, highly appreciated and commended the efforts of ministries, branches and localities in implementing Resolution 57, Project 06, the consensus, support and active participation of people and businesses, making important contributions to the development of science and technology, innovation and digital transformation.

Besides, the Prime Minister also frankly pointed out a number of shortcomings, limitations and causes, in which the biggest and most important cause is that the attention, direction and management of leaders in some places is not good, so the implementation of tasks is still slow.
Regarding the next steps, the Prime Minister first emphasized the action motto and three basic goals from now until the end of the year.
"The upcoming action motto is to accelerate, break through; be proactive and effective; be timely and synchronous; be connected; provide safe information; and be enjoyed by the people. Regarding the goals, the unfinished goals must be completed; the completed goals must be completed more effectively, with better quality and quality. Implement the settlement of 80% of the entire administrative procedures in the digital environment by 2025; ensure the synchronous, smooth and effective operation of the 3-level government from the central to the provincial and grassroots levels from now until the end of the year," Prime Minister Pham Minh Chinh requested.
The Prime Minister emphasized 6 general groups of tasks, that is, all ministries, branches and localities focus on completing their databases, completing them no later than the fourth quarter with the spirit of "correct, sufficient, clean, alive", unified, shared from the central to the grassroots; completing open institutions, creating development to serve the people, completing smooth, modern, shared infrastructure, especially at the grassroots, communes, wards and special zones. If the system has been invested in but is outdated, cannot be used, cannot be connected to each other, it must be determined to re-zone it for new, synchronous investment, with the motto of all for the common good and not allowing negativity and corruption to occur.
The Prime Minister also requested the Ministry of Home Affairs to review and arrange enough human resources for digital transformation, especially at the grassroots level; promote the "Digital Education for the People" movement launched by General Secretary To Lam; promote the role of community groups, "go to every alley, knock on every door, check every person"; at the same time, ensure information security and safety, databases anytime, anywhere, for everyone; complete tools to measure, monitor and evaluate the performance of ministries, branches and localities, to be completed in September.
Along with the general tasks, Prime Minister Pham Minh Chinh assigned many specific tasks to each ministry and sector in urgently completing the construction of a national database on land; establishing a real estate and housing trading floor; strengthening information security and safety; and continuing to cut and simplify administrative procedures, creating maximum convenience for people and businesses.
