Online Conference of the National Steering Committee on IUU

Attending the conference were representatives of leaders of a number of ministries, departments, and branches, members of the National Steering Committee on IUU and 21 coastal provinces and cities across the country.

Attending the online conference at Ninh Binh province bridge were comrade Tran Song Tung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of departments and branches, members of the Provincial Steering Committee for Combating IUU Fishing.

Last week (October 6-13), ministries, branches and localities continued to deploy tasks and solutions to combat IUU fishing. Results in some provinces and cities have seen significant changes. Regular tasks continued to be maintained and deployed; assigned tasks with deadlines were updated and specific results were reported by ministries, branches and localities.

The Ministry of Agriculture and Environment has completed submitting to the Government a Resolution on regulations to enhance the effectiveness and efficiency of combating IUU fishing; a Resolution amending and supplementing Decree No. 37/2024/ND-CP and Decree 38/2024/ND-CP; submitting to the Government for promulgation an Action Plan against IUU fishing from now until December 15, 2025; a telegram on focusing on resolving existing problems and limitations in combating IUU fishing, preparing to work with the EC...

According to the report of the Ministry of Agriculture and Environment, compared to last week, the number of fishing vessels continued to decrease by 218 vessels, to 80,884 vessels. The number of licensed fishing vessels increased by 1,632 vessels (up 19.3%), currently there are 6,828 unlicensed vessels.

During the week, 254 vessels were deregistered, of which the localities with the most deregistered vessels were Hue City with 45 vessels, Ho Chi Minh City with 60 vessels, and Dak Lak Province with 47 vessels. The number of fishing vessels that were not qualified to operate decreased by 1,888 vessels, currently remaining at 7,130 unqualified vessels. During the week, 14,812/11,540 vessels were cleared for fishing vessels to enter and exit ports. Up to now, 27,990 fishing vessels have installed VMS, reaching 99.16%; currently, there are 235 fishing vessels that have not installed VMS...

For Ninh Binh province, implementing the direction of the Prime Minister, the Department of Agriculture and Environment has focused on directing sectors and localities to review and update fishing vessel data on the national database of the fisheries sector.

As of October 12, 2025, the province has 20 fishing vessels at high risk of violating IUU fishing. These vessels are all on shore, not operating, and are closely monitored and managed by commune officials (a decrease of 1 vessel compared to the previous month); 100% of registered fishing vessels in Ninh Binh province have been registered and marked according to regulations.

The Border Guard Command (Provincial Military Command) is implementing peak patrols, inspections, and controls at sea, river mouths, fishing ports, and fishing wharves in the province. At the same time, there is a plan to strictly handle fishing vessels that violate IUU fishing regulations, especially fishing vessels that unload products at unregulated seafood unloading points.

The Department of Agriculture and Environment and the Border Guard Command directed fisheries surveillance ships and Squadron 2 ships to strengthen patrolling, inspection and control at river mouths and sea areas under the province's management...

From October 4-10, 2025, 75/33 ships lost connection signal for more than 6 hours at sea; from October 1-10, 447 ships texted and called (an increase of 204 calls and text messages compared to last week)...

At the conference, after listening to reports from sectors and localities on the situation of combating IUU fishing, Deputy Prime Minister Tran Hong Ha requested ministries and sectors to coordinate with localities to properly manage ships and boats entering and leaving fishing ports; promptly report on problems and difficulties so that the Government can direct early handling.

The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to coordinate with localities to develop a program to convert occupations from exploitation to sustainable farming for workers of vessels that are not qualified for offshore fishing; continue to strengthen patrol forces and handle violations at sea...
