Online conference on combating illegal, unreported and unregulated fishing

On the afternoon of October 25, Deputy Prime Minister Tran Hong Ha chaired an online conference on combating illegal, unreported and unregulated (IUU) fishing. Attending at the provincial bridge was Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee.

According to the report of the Ministry of Agriculture and Rural Development , implementing the EC's recommendations on combating IUU fishing in the 4th inspection, the legal framework has been basically overcome and improved, fleet management has been strengthened, monitoring and controlling fishing vessels have been strengthened, and regulations on traceability of exploited aquatic products have been strictly implemented; law enforcement and handling of IUU fishing have achieved some important results. Through review, the country currently has 84,752 vessels, of which 77,717 have been registered; the number of fishing vessels from 15m and above that have installed voyage monitoring equipment has reached 98.6%, marking 98% of fishing vessels. In law enforcement, the authorities have prosecuted 18 criminal cases and punished 4,237 cases of administrative violations in the fisheries sector. In 2024, 21 cases of illegal exploitation in foreign waters were punished.

In Ninh Thuan province, there are currently 2,395 fishing vessels, of which 884 vessels of 15m or more are operating, all of which have been equipped with fishing vessel monitoring equipment at sea. In recent years and up to now, there have been no cases of vessels crossing the maritime boundary to illegally exploit seafood.

In addition to the positive results achieved, there are still some tasks to combat IUU fishing that are slow to be overcome, such as: The situation of fishing vessels violating illegal fishing abroad is still complicated and increasing; in 2024, 61 vessels/418 fishermen were arrested and handled by foreign countries; currently, the whole country still has 7,035 "3 no" fishing vessels (no registration, no inspection, no license). The work of monitoring, controlling and supervising fishing vessel activities, monitoring the traceability of seafood; law enforcement, and handling of fishing violations still has some difficulties and is not strict.

Concluding the conference, Deputy Prime Minister Tran Hong Ha noted that sectors and localities need to have key solutions to overcome existing shortcomings and limitations to prepare for working with the EC's inspection team for the 5th time (expected in November 2024); if they do not promptly overcome them and create breakthrough changes, it will be very difficult to remove the "yellow card" warning; it is necessary to identify and consider this an important and urgent task with long-term significance for the sustainable development of the fisheries sector. It is necessary to closely follow the instructions and clearly define the responsibility to synchronously deploy solutions to prevent and end the situation of fishing vessels violating illegal fishing in foreign waters; this is a prerequisite for the EC to consider removing the "yellow card" warning. Localities should concentrate resources, strengthen coordination forces in key areas; urgently complete the management of "3 no" fishing vessels, closely monitor and control fishing vessel activities at sea and at ports; Strictly implement the work of tracing the origin of exploited aquatic products. Launch a peak campaign of patrolling and strictly controlling law enforcement, handling IUU fishing activities.
