Japan continues to be the market receiving the most workers with 41,139 workers.

In July 2023, the Department of Overseas Labor Management ( Ministry of Labor, Invalids and Social Affairs ) and Wakayama province signed a Memorandum of Understanding on basic legal framework for receiving Vietnamese workers to work in Japan.

Currently, due to the shortage of human resources, Wakayama province has a policy of promoting the training and reception of Vietnamese interns, specific skilled workers and engineers to practice and work in Japan.

Through the Framework Memorandum of Understanding on labor cooperation between the two sides, Vietnamese workers can practice and work within the framework of Vietnamese and Japanese laws, promoting the strengths of each side, and benefiting from cooperation activities.

The Wakayama prefectural government will facilitate the establishment of support and care mechanisms for Vietnamese workers interning and working in the province. The Ministry of Labor, Invalids and Social Affairs will establish communication channels to grasp the situation and cooperate in resolving arising issues, protecting the legitimate rights and interests of Vietnamese workers working here.

Recently, the Japanese Government is implementing policy improvements so that highly skilled foreign workers will be able to stay long-term and expanding the occupational groups for the Specified Skills Immigration Program No. 2.

Accordingly, Japan decided to expand 9 more food processing and restaurant industries to the list of industries with no working period for specific skills residency status, raising the number of industries in which foreign workers can stay long-term to 12 industries and occupations.

South Korean Employment and Labor Minister Lee Jung Sik observes workers competing in a skills competition.

According to the Ministry of Labor, Invalids and Social Affairs, this is an opportunity to increase numbers, increase benefits, and open up opportunities for long-term residency for Vietnamese workers.

Besides Japan, Korea is also a key market, chosen by many Vietnamese workers to work because of its high income and cultural proximity. The average income of workers is from 1,500-2,000 USD/month.

In June, on behalf of the Vietnamese Government, Vietnamese Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung and Korean Minister of Employment and Labor Lee Jung Sik signed a Memorandum of Understanding (MOU) on sending and receiving Vietnamese workers to work in Korea under the Korean Employment Permit System (EPS).

With close and effective cooperation between the two Ministries, the EPS Program has been implemented effectively, fairly, objectively and transparently, creating many high-income jobs for Vietnamese workers as well as contributing to the development of Korean enterprises.
