Hung Yen: Fully completing the positions of People's Council Chairmen of all communes and wards

On October 21, at Thai Binh Conference Center, Hung Yen Provincial People's Council held a meeting between the Provincial People's Council Standing Committee and the People's Council Standing Committees of communes and wards.

At the conference, the leaders of the People's Council of Hung Yen province informed that up to now, the whole province of Hung Yen has 10,337 delegates of the People's Council at the commune level. The whole province has fully completed 104/104 Chairmen of the People's Council of communes and wards.

All units of the People's Council at the commune level have successfully organized the first session, approved the operating regulations and work program, creating a solid legal basis and important orientation for the People's Council to get into order right from the first stage of operating the new model.

Many localities also promptly organized specialized meetings to resolve urgent issues related to socio -economic development at the grassroots level such as budget allocation and adjustment of public investment capital.

Initial monitoring activities were practically implemented, focusing on areas directly related to people's lives such as monitoring the craft village environment, site clearance and resettlement; voter contact and citizen reception were maintained in a regular manner.

Communes and wards have promptly maintained regular citizen reception schedules, and leaders of the People's Council and People's Committee have directly participated in resolving many outstanding cases, receiving the people's support and consensus.

The coordination relationship between the People's Council, the People's Committee, the Fatherland Front Committee and socio-political organizations is maintained and promoted, ensuring unity in leadership and management.

Some localities have proactively pioneered the application of information technology in operations, sending documents via electronic office software, contributing to promoting the digital transformation process and modernizing the operations of the People's Council.

In coordinating the implementation of socio-economic development, national defense, security, social order and safety tasks, the People's Councils of communes and wards have accompanied the People's Committees in perfecting the organizational apparatus, arranging the staff of civil servants and public employees, and putting 100% of the commune-level Public Administration Service Centers into operation...

In addition, the activities of the People's Councils of communes and wards have also revealed a number of difficulties and limitations that need to be addressed promptly, such as in some localities, the People's Council's personnel have not been fully completed, there is a lack of Vice Chairmen of the People's Council, Heads and Deputy Heads of the People's Council's Committees, which directly affects the management and assignment of tasks. The office and equipment for online meetings are still lacking; operating costs are limited...

To overcome the above difficulties and limitations, and at the same time create a premise to improve the quality of activities in the coming time, at the meeting of the Provincial People's Council Standing Committee, the new regulations of the Law on Organization of Local Government, legal documents related to the activities of the People's Council were disseminated to delegates, along with initial instructions on the process and methods of performing tasks and powers.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Hung Yen province Tran Quoc Van assessed that many dedicated and responsible opinions at the conference accurately reflected the reality from the grassroots and there were frank exchanges and answers from the Provincial People's Committee, departments and branches.

This is an important basis to overcome difficulties and obstacles, bringing the activities of the People's Council at the commune level and local authorities at the commune level increasingly into order and efficiency, meeting the requirements in the new period.

The Chairman of the People's Council of Hung Yen province requested that the leaders of the Provincial People's Committee lead and direct departments and branches, especially the Department of Agriculture and Environment and the Department of Finance, to advise the Provincial People's Committee and submit to the levels according to regulations on policies and mechanisms to remove difficulties.

For the Standing Committee of the People's Council at the commune level, the Chairman of the People's Council of Hung Yen province proposed to continue working with the locality and government to resolve difficulties to complete local tasks, so that the political system can be unified, perfected, and the local government apparatus can operate smoothly, with the goal of increasingly developing Hung Yen province and improving people's lives.../.
