Guidance on methods of screening poor and near-poor households for more than 200 officials

(Baohatinh.vn) - The training conference provided knowledge and methods for reviewing poor and near-poor households for cadres and civil servants working on poverty reduction at all levels in Ha Tinh.

On the morning of September 22, the Department of Agriculture and Environment of Ha Tinh organized a training conference to review poor households, near-poor households, households working in agriculture, forestry, fishery and salt production with average living standards, and low-income workers in 2025 in Ha Tinh province.

Attending were more than 200 officials and civil servants working in poverty reduction at the provincial and commune levels.

Speaking at the opening of the conference, Deputy Director of the Department of Agriculture and Environment Nguyen Thanh Hai emphasized the importance of reviewing poor households, near-poor households, households working in agriculture, forestry, fishery and salt production with average living standards, and low-income workers every year.

The review results are not only the basis for correctly assessing the real life situation of the people, but also the basis for implementing social security policies that are realistic, timely and effective; ensuring fairness, transparency, no omissions, no duplication of subjects. Accordingly, this conference will guide the implementation of the Provincial People's Committee's plan on reviewing poor and near-poor households; provide specific instructions on the process and methods of investigating and reviewing poor and near-poor households according to multidimensional poverty standards; exchange and share experiences in handling situations during the review process at the grassroots level, ensuring consistency, transparency and publicity.

At the conference, delegates were informed of the basic contents of Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government stipulating multidimensional poverty standards for the period 2021-2025; Decree No. 30/2025/ND-CP dated February 24, 2025 of the Government amending and supplementing a number of articles of Decree No. 07/2021/ND-CP; Decision No. 24/2021/QD-TTg dated July 16, 2021 of the Prime Minister stipulating the process of reviewing poor and near-poor households annually and the process of identifying households engaged in agriculture, forestry, fishery and salt production with an average living standard for the period 2022-2025.

Mr. Le Dinh Hai - Deputy Head of the Department of Rural Development and Quality Management (Department of Agriculture and Environment) guides the contents related to reviewing poor and near-poor households.

In addition, delegates were also informed and guided on contents related to the review and classification of poor households such as: Consolidated Circular on guiding methods for reviewing and classifying poor households and near-poor households; determining the income of households working in agriculture, forestry, fishery, and salt production with an average living standard in the period 2022-2025; Plan No. 509/KH-UBND dated September 15, 2025 of the Provincial People's Committee on reviewing poor households, near-poor households, households working in agriculture, forestry, fishery, and salt production with an average living standard, and low-income workers in 2025 in Ha Tinh province.

The training conference aims to equip cadres at all levels, especially commune-level cadres, with knowledge, skills and methods to conduct screening of poor and near-poor households in a scientific, objective manner and in accordance with procedures and regulations.
