Mobilizing resources to invest in infrastructure of Phu Thuan Industrial Park

BDK - Investing in the construction of infrastructure in Phu Thuan Industrial Park (IP), Binh Dai district is one of the key projects of the province, which is of great significance, creating momentum for socio-economic development for the province. The project was approved by the 11th Provincial Party Congress for the 2020-2025 term, aiming to create the highest consensus among the people. Currently, there are 22 investors researching and registering their land lease needs, with a total area of ​​about 142/167.68 hectares for building factories and enterprises, accounting for 85% of the land area available for lease.

Site clearance work

According to Vice Chairman of the Provincial People's Committee Nguyen Minh Canh, recently, the Provincial People's Committee has focused on directing provincial and local departments, branches to urgently promote propaganda work so that people in the project area can clearly understand the important meaning of the Phu Thuan Industrial Park Infrastructure Construction Investment Project, especially for households who have not agreed to hand over the site or have not agreed to receive compensation money to agree to hand over the site to the construction unit to implement the project according to the approved schedule. Up to now, the project has completed the site clearance work.

The amount paid to households is over 1,966/1,981 billion VND, the remaining is over 14.5/1,981 billion VND, corresponding to 6 cases (of which, 2 cases are disputes, the Court is handling; 3 cases have implemented forced land recovery and 1 case has not agreed on the compensation price).

The province has approved the resettlement arrangement plan for 610 cases, organized a lottery for 579/610 cases (there are 31 households that have not drawn lots because 14 households/14 plots are absent and 17 households/17 plots have expressed their opinions waiting for the plot arrangement on the N9 and N14 extension routes of the Phu Thuan Resettlement Area project that are stuck with land acquisition). The plan to support additional house rent in 2 phases has been approved for 435 cases that have received resettlement plots (qualified). Continue to review documents, submit for approval the plan to support additional house rent for cases that have received resettlement plots and are qualified according to regulations.

The relevant provincial departments have reviewed and resolved reasonable requests from households regarding compensation prices for land and construction works on land, crops, resettlement quotas, resettlement locations, and resettlement land prices in the view of creating the most favorable and beneficial conditions for households, but in accordance with legal regulations, without further complicating the situation. At the same time, the province is concerned with fully implementing policies for people in the project area: vocational training, job creation, and housing rental support to stabilize the lives of people subject to resettlement in the project area. Compensation and site clearance work must be carried out in accordance with the policies and regulations of the State and the people. Resettled people must benefit from the project and social security must be better than before.

Career change for workers

According to Vice Chairman of the Provincial People's Committee Nguyen Minh Canh, along with compensation and site clearance, the province always pays attention to and focuses resources from the budget and society, and surveys the training needs to change careers for workers in Phu Thuan and Long Dinh communes affected by land acquisition for the Phu Thuan Industrial Park Infrastructure Construction Investment Project. There are 122 workers who need vocational training through the vocational training program for rural workers.

Since the beginning of 2024, the province has created jobs for 190 workers in need of employment. Of these, 71 workers whose land was recovered were introduced to jobs (Long Dinh commune: 18 workers; Phu Thuan commune: 53 workers) at domestic enterprises, mainly focusing on garment, electronics, leather footwear industries... 24 workers participated in working abroad under contracts (Long Dinh commune: 11 workers, Phu Thuan commune: 13 workers), in the Japanese and Korean markets.

Accumulated from 2022 to present, 664 workers in need of employment have been provided with jobs. Of which, 232 workers whose land was recovered were introduced to jobs (Long Dinh commune: 109 workers; Phu Thuan commune: 123 workers) at domestic enterprises, mainly focusing on the garment, electronics, and footwear industries; 35 workers participated in working abroad under contracts (Long Dinh commune: 17 workers, Phu Thuan: 18 workers), in the Japanese and Korean markets... Of which, the number of workers supported with loans to create jobs according to Decree No. 61/2015/ND-CP of the Government is 19 households, with an amount of 745 million VND. In general, after land revocation, laborers in the province are supported by all sectors and levels, creating all conditions for them to create jobs or change jobs appropriately, soon stabilize their lives, and contribute to ensuring social security.

Call for investment

The province has mobilized investment resources to promptly complete the construction of Phu Thuan Industrial Park infrastructure according to the Resolution of the Provincial Party Committee and to connect and call for secondary investment in the Industrial Park according to the following criteria: high level of production technology, creating added value for the provincial economy , best exploiting the provincial budget revenue, being environmentally friendly and less land intensive.

Regarding secondary investment calls, 22 investors have researched and registered their land lease needs, with a total area of ​​about 142/167.68 hectares for building factories and enterprises (accounting for 85% of the land area available for lease), with the following industries: garment, textile and dyeing, agriculture and aquaculture (seafood processing, coconut processing, production and preservation of vegetables and fruits...), lime and plaster; steam power generation; solar panel production; paper production and paper packaging.

The Provincial People's Committee has submitted to the Provincial People's Council a draft Resolution on adjusting the investment policy of the Phu Thuan Industrial Park Infrastructure Construction Investment Project, Binh Dai District to reduce these items from the project to implement investment according to the Investment Law. Directing the Provincial Industrial Park Management Board to preside over and coordinate with relevant agencies to review relevant planning to develop a plan to auction the land for the construction of Phu Thuan Industrial Park Port to ensure compliance with the planning and scale of the project, and to organize guidance for investors to implement the power grid and telecommunications infrastructure items at Phu Thuan Industrial Park in accordance with regulations.

The Provincial People's Committee has prioritized focusing on investment capital from the budget, ensuring the project's progress. The total medium-term public investment capital plan for the 2016-2020 period and the 2021-2025 period allocated to the project is 3,443.281/3,443.281 billion VND, the cumulative allocation up to May 2025 is 3,443.281/3,443.281 billion VND, enough capital to complete the infrastructure in 2025.
