Nam Dinh Vu Industrial Park: Advantages from free trade zone, attracting high-quality investment

The Hai Phong Free Trade Zone will be established in 2025, creating a new growth momentum for the city and the whole country. This policy was agreed upon at a meeting on September 23 of the Standing Committee of the Hai Phong City Party Committee. The free trade zone has an area of ​​about 6,292 hectares, located in the Southern coastal economic zone and the Dinh Vu - Cat Hai economic zone. This will be the first comprehensive free trade zone in the North, expected to promote GRDP growth and restructure the industrial - logistics value chain in Hai Phong and the Northern region.

The free trade zone is expected to be distributed in three locations: Hai Phong Southern Coastal Economic Zone (about 2,923 hectares); Dinh Vu - Cat Hai Economic Zone including Nam Dinh Vu Industrial Park (Zone 2) and duty-free zone - Nam Dinh Vu Industrial Park (Zone 1) (about 1,077 hectares); Dinh Vu Cat Hai Economic Zone on Cat Hai Island, Cat Hai Special Zone (about 2,292 hectares).

Area planned to establish a commercial center

The development of the free trade zone will take place in two main phases. The first phase until 2030 will focus on building a legal foundation, investing in infrastructure, piloting special mechanisms and attracting strategic investors. After its establishment, the city will pilot preferential policies in the Dinh Vu - Cat Hai economic zone and initiate investment in the southern coastal area.

The free trade zone prioritizes high-tech fields such as semiconductor integrated circuits, design and manufacturing of components, chips, semiconductor materials, biotechnology, new material technology, automation, supporting industries for high-tech industries, logistics, trade, exhibitions, etc.

According to Resolution 226/2025/QH15, Hai Phong City together with the new generation Free Trade Zone being passed will create conditions for Vietnamese enterprises to participate and benefit from special policies, at the same time, it is a strategic boost to help enterprises improve their competitiveness, expand the market and attract high-quality investment. For us, these are great supports for businesses to develop".

Take advantage of free trade zone incentives

Dinh Vu - Cat Hai Economic Zone is currently the only coastal economic zone in Northern Vietnam that fully possesses the model of "tariff-free zone - industrial park - seaport - urban area". In particular, according to the orientation plan, Nam Dinh Vu Industrial Park will be located in the Free Trade Zone, playing a key role thanks to its location right in the core area, where production, logistics and import-export activities all enjoy comprehensive tax incentives according to Government regulations.

One of the outstanding advantages of Nam Dinh Vu is that it owns a synchronous transportation connection system with all 5 modes: road, rail, sea, air and inland waterway. This industrial park is only 8 km from Cat Bi airport, 15 km from Lach Huyen deep-water port, directly connected to Hanoi - Hai Phong highway and Tan Vu - Lach Huyen bridge, creating a flexible freight transport network, saving time and costs.

In particular, Nam Dinh Vu internal seaport with the capacity to receive ships up to 48,000 DWT, helps reduce logistics costs and increase import-export efficiency for businesses in the area.

Nam Dinh Vu Industrial Park - a destination attracting high-quality investment projects

With a total area of ​​1,329 hectares, Nam Dinh Vu Industrial Park is planned into 4 sub-areas: industrial land, seaport - logistics, complex industry, oil and gas and liquid cargo. Complete infrastructure is always ready for handover: large capacity power supply system, water supply - drainage, wastewater treatment, internal roads, wastewater treatment plant meeting international environmental standards.

Mr. Nguyen Thanh Phuong said: Enterprises investing in Nam Dinh Vu Industrial Park will be supported by the investor and the city government with a full package of legal procedures under the "one-stop" mechanism, including investment registration certificates, business establishment, construction permits and land use rights certificates. By the end of the third quarter of 2025, Nam Dinh Vu Industrial Park had attracted nearly 3 billion USD in FDI capital, including many projects from Japan, South Korea, Taiwan, Singapore and the EU. Investors highly appreciated not only the clear legal environment and reasonable operating costs but also the strategic location in the global supply chain, especially after geopolitical tensions made the trend of "supply chain diversification" urgent.
