Opening of the 1st National Assembly Party Congress for the 2025-2030 term

The National Assembly Chairman affirmed that the significance of the Congress is to work with the entire Party to shape strategic activities, lead the country's development, and turn the legal system into a competitive advantage.

On the morning of September 25, at the National Assembly House, the 1st National Assembly Party Congress, term 2025-2030, solemnly opened with the participation of 297 outstanding delegates, representing more than 2,800 party members in the entire Party Committee.

Attending the Congress were former General Secretary Nong Duc Manh; Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh; Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man; former Politburo members, former Chairmen of the National Assembly: Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan; Politburo member, Standing member of the Secretariat Tran Cam Tu; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

Also attending the Congress were Politburo members, Secretariat members, Vice Chairmen of the National Assembly, former Vice Chairmen of the National Assembly, Party Central Committee members, former Party Central Committee members, leaders of central departments, ministries, branches, and mass organizations...

In his opening speech, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man stated that since its establishment, the Party Committee of the National Assembly has inherited and promoted the results and experiences of the previous National Assembly Party Committee, together with the orientation, leadership and close direction of the Politburo, the Secretariat, directly and regularly led by General Secretary To Lam; the guidance and coordination of the Party Committees and the Central Party Office; the coordination of the Party Committees directly under the Central Committee and the National Assembly Party Committee have promoted the spirit of solidarity, overcome all difficulties, innovated in leadership and direction, and well performed the functions of constitution-making, legislation, supreme supervision and decision-making on important issues of the country.

In particular, the Party Committee of the National Assembly has led and directed the completion of a large number of tasks to institutionalize the Party's strategic and historically significant policies and decisions, creating an important legal basis to serve the requirements of economic, cultural and social development, building the political system, preventing corruption, waste and negativity, and strengthening national defense, security and foreign affairs.

On September 11, 2025, the Politburo worked with the Standing Committee of the National Assembly Party Committee on preparations for the 1st National Assembly Party Congress and concluded that the preparation process for the Congress and the content of the documents were serious, elaborate, scientific, and in accordance with the regulations and instructions of the Central Committee.

The National Assembly Chairman emphasized that the country is facing urgent problems that need to be solved, and the people are waiting and expecting the Party and State's decisions, requiring the National Assembly to continue to innovate its thinking and working methods.

On September 24, the Congress carried out the contents according to the program; in which it discussed and discussed in depth the implementation of political tasks; leadership, direction, lessons learned from the previous term; directions, goals, tasks, solutions and development breakthroughs of the Party Committee in the 2025-2030 term.

At the same time, ensure democracy, rule of law, modernity, professionalism, science, publicity, transparency, effectiveness and efficiency in the organization and operation of the National Assembly; ensure that the National Assembly is truly the highest state power organ, the highest representative body of the people, the highest representative of the will and aspirations of the people. Some targets to strive for: Regarding targets on implementing political tasks, leading and directing the successful organization of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

Strive for 100% of laws, ordinances, and resolutions issued by the National Assembly and the National Assembly Standing Committee to ensure quality, and to prevent corruption, negativity, and group interests from occurring in the work of law-making.

Strive to monitor 100% of legal documents detailing the assigned contents in laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee...

Regarding the Party building work target, strive for no subordinate Party Committee to be classified as "not completing its tasks"; over 80% of grassroots Party organizations to be classified as "fulfilling its tasks well"; over 90% of Party cells and Party members to be classified as "fulfilling its tasks well" or higher.
