Deepening the special Vietnam - Cuba relationship
President Luong Cuong highly appreciated the significance of the visit and the working program of the high-ranking delegation of the Cuban Party and National Assembly ; expressed his belief that the visit would contribute to strengthening the solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba.

The President affirmed the determination of the Vietnamese leadership to deepen and further enhance the effectiveness of cooperative relations with the brotherly country of Cuba in all fields, making the most of the strengths of both sides, to match the special Vietnam-Cuba relationship in the context of the two countries celebrating the 65th anniversary of the establishment of diplomatic relations.
The two leaders affirmed to closely monitor and direct relevant agencies to effectively implement the commitments achieved, especially on food security, energy security, biotechnology and other potential fields.
The President stressed that the Vietnamese Government is ready to share experiences and promote multifaceted cooperation with Cuba, especially in areas of mutual interest, contributing to the stability and development of the two countries in the current period. In particular, it is necessary to share experiences and lessons learned by Vietnam in nearly 40 years of implementing the policy of innovation and deep international integration.
National Assembly Chairman Esteban Lazo Hernandez was moved by the sentiments of the Party, State and people of Vietnam, especially through the program "65 years of Vietnam - Cuba friendship". The Cuban National Assembly Chairman affirmed that Cuba always appreciates Vietnam's companionship and practical support in difficult times.
The two leaders agreed to monitor and direct relevant agencies to effectively implement commitments, especially in the fields of food security, energy, biotechnology and other potential cooperation. Vietnam is willing to share its experience in innovation and international integration; while Cuba wishes to learn from Vietnam’s experience in national development to overcome difficulties and move towards new achievements.
Strengthening the exchange of experiences between the two countries and the two National Assemblies
On the same day, National Assembly Chairman Tran Thanh Man held talks with Cuban National Assembly Chairman Esteban Lazo Hernandez.
The two leaders reviewed the overall bilateral agenda and agreed on measures to strengthen cooperation between the two countries in general and the two National Assemblies in particular in the spirit of "jointly accompanying, cooperating and developing together"; agreed to assess the vibrant and substantive development of the special friendship between Vietnam and Cuba in recent times in the context of complicated developments in the world situation, demonstrating the "exemplary" relationship between the two countries in international relations.
The two National Assembly Chairmen assessed that the relationship between the two legislative bodies has been consolidated and enhanced through regular and flexible exchange of information and experience sharing at parliaments at all levels in organizing the activities of the National Assembly, building institutions, the legal system, supervising the implementation of laws, and deciding on important issues of the country.
The two sides also agreed to continue to coordinate to promote the effective implementation of legal policies supporting businesses, increase investment in areas suitable to the needs, conditions and capacity of each country; facilitate and supervise the effective implementation of agreed key cooperation projects; and concretize other potential areas of cooperation.
The two sides agreed to enhance the exchange of experiences between the two countries and the two National Assemblies in law-making, implementing major Party decisions in the new era, and effectively preparing and implementing the Party Congresses of Vietnam and Cuba in 2026. In addition, sharing experiences, encouraging business development, attracting foreign investment, financial management, developing agricultural production, applying science and technology, digital transformation and other areas of mutual interest to the two National Assemblies, thereby contributing to consolidating, diversifying and improving the effectiveness of the comprehensive cooperation relationship between Vietnam and Cuba.
