Opening of the Hanoi Party Congress: Working day on personnel work

On the morning of October 15, the 18th Congress of the Hanoi Party Committee, term 2025-2030, officially opened at the National Convention Center. At today's working session, the Congress elected the new Executive Committee of the City Party Committee.

General Secretary To Lam attended, directed the Congress and delivered an important speech. Also attending the opening session were President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and leaders and former leaders of the Party and State.

In the afternoon of the same day, the following contents will take place: The Presidium reports on the personnel plan for the 18th City Party Executive Committee; The Congress votes on the number of the 18th City Party Executive Committee; The Congress conducts the election of the 18th City Party Executive Committee.

The number of personnel of the 18th City Party Executive Committee includes 75 comrades (4 comrades more than now); the number of Standing Committee includes 17 comrades; the number of Standing Committee of the City Party Committee includes 5 comrades. The personnel work plan has basically followed and implemented according to Directive 45 of the Politburo and the regulations and instructions of the Central Committee.

On October 15, in her opening speech at the preparatory session of the 18th Hanoi Party Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai noted that at each congress, along with discussing documents, setting out directions, tasks, goals, targets, and solutions for development in the coming time, the election of the City Party Executive Committee is extremely important. Because the City Party Executive Committee is the highest leadership body between two congresses, responsible for leading the entire City Party Committee to successfully implement the Resolution of the Congress.

Deeply aware of this issue, in preparing personnel for the Congress, the City Party Committee has closely followed and strictly implemented the Party's regulations, the direction of the Politburo and the Secretariat, fully implemented the steps and procedures according to regulations, ensuring objectivity, democracy, publicity and transparency in developing the personnel plan. The personnel plan submitted to the Congress has been appraised by the competent authorities and approved by the Politburo.

“I suggest that our delegates uphold their sense of responsibility, for the common development of the city, carefully study the project, carefully study the structure, quantity, conditions, and standards of Executive Committee members to elect to the Executive Committee of the 18th City Party Committee, term 2025 - 2030, comrades with good moral qualities, capacity, resilience, dare to think, dare to do, innovate, and be creative,” the Secretary of the Hanoi Party Committee emphasized.

Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee, said that, closely following Directive 45 of the Politburo, the guidance of the Central Organization Committee and the Central Party Committees, the City Party Committee has developed and issued a direction for personnel work for the City Party Committee Executive Committee for the 2025-2030 term, which clearly defines the number, structure, conditions, and standards for the positions according to regulations.

Mr. Ha Minh Hai stated that the introduction of personnel for the Executive Committee has a reasonable basic structure among departments, branches, and localities, ensuring the rate of innovation of the Party Committee; paying attention to the structure of science and technology staff; and female staff. The level of the staff participating in the Party Committee is quite high in both expertise and political theory.
