The Congress has the theme "Improving the leadership capacity and fighting strength of the entire Party and the entire political system; promoting the strength of great national unity, joining hands, unanimity, innovation and creativity; effectively exploiting potential advantages, creating breakthroughs, building Cao Bang province to develop rapidly and sustainably, improving people's lives" with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development".

At the Congress, General Luong Tam Quang acknowledged and commended the achievements of the Party Committee, government and people of all ethnic groups in Cao Bang province. He suggested that the province focus on improving infrastructure, especially transportation; improving the quality of human resources; strongly improving the investment environment associated with tourism and services; promoting agricultural restructuring, developing typical products, linking production with processing, expanding border trade cooperation, and promoting the advantages of Cao Bang Non Nuoc Global Geopark.

In Party building, General Luong Tam Quang suggested that the province improve its leadership capacity, resolutely prevent and combat corruption and negativity, build a contingent of cadres with sufficient qualities, capacity and prestige; ensure national defense and security, maintain border sovereignty, build a solid defense zone, and create a stable environment. Cao Bang pays attention to taking care of the material and spiritual lives of people in remote and isolated areas and ethnic minorities. The period of 2025-2030 is an important period, marking a turning point for the locality and the whole country; the Congress needs to elect comrades with enough virtue and talent to lead the people to successfully implement the Resolution of the 20th Congress, contributing to building and protecting the Fatherland.

Cao Bang Provincial Party Secretary Quan Minh Cuong stated: Over the past 5 years, the Party Committee, government and people of the province have promoted the tradition of solidarity, overcome difficulties, and achieved many important results. The economic structure has shifted positively, with GRDP per capita reaching 50.73 million VND/year, an increase of 1.4 times compared to 2020. Tourism has flourished, infrastructure has expanded; ethnic and religious work has been implemented synchronously. National defense and security have been ensured; social order has been stable; foreign affairs and international integration have been expanded. Party building and the political system have had positive changes; the leadership capacity and fighting strength of Party committees at all levels, the management efficiency and activities of the Fatherland Front and socio-political organizations have been improved. However, some economic indicators have not met the plan, the economic structure is small and fragmented; linkages between sectors, regions and markets are not tight; Growth relies mainly on public investment, and the role of the private economic sector has not been fully promoted. The poverty rate in remote and isolated areas is still high; political security and social order in border areas and ethnic and religious areas are still potentially complicated...

The political report stated: Over the past five years, Cao Bang has made much progress. The economy is stable, GRDP grows at an average of 4.46% per year, 1.5 times larger than in 2020, and the average income is 50.73 million VND per year. The economic structure has shifted positively. The new rural program has been effectively implemented. Industry has grown at 8.87% per year with many mineral and hydropower projects. Trade and services have recovered rapidly, with revenue increasing by an average of 11.95% per year. The border gate economy has developed strongly; import and export turnover is over 4.4 billion USD, accounting for 46% of the total budget revenue. Many international and bilateral border gates have been upgraded and expanded to connect with China and ASEAN. Tourism has welcomed 7.8 million visitors, with revenue reaching 5,500 billion VND, 3 times higher than the previous term.

Infrastructure investment is over 18,000 billion VND, of which the Dong Dang - Tra Linh expressway is being vigorously implemented; the rate of communes with asphalt roads is 99.4%, urbanization is 25.5%. Budget revenue in the period of 2021-2025 is 13,670 billion VND, an average increase of 20.39%/year; the investment environment has improved with 244 projects, 753 new enterprises, bringing the total number of enterprises to 2,292, an increase of 48.93%.

Education has been comprehensively innovated, quality has been improved, universal education has been maintained, with special attention paid to disadvantaged areas and ethnic minorities. Healthcare has progressed, COVID-19 epidemic has been effectively controlled; the rate of health stations with doctors has reached 81.6%; communes and wards meeting national health criteria has reached 94.4%. Social security has been ensured, poor households have decreased by an average of 4.24% per year; more than 19,000 poor households have received housing support; more than 98% of the population has health insurance, 88,000 people have benefited from social assistance policies.

National defense and people's security were strengthened, and borders were stable. Political security and social order were maintained. Foreign affairs and international integration were deepened; political work and innovative ideology created unity within the Party and consensus among the people. The government apparatus was streamlined, effective and efficient. The whole province admitted more than 9,000 new party members, bringing the total number of party members to nearly 63,000; anti-corruption and judicial reform were promoted.

The report reviewing the leadership and direction of the Executive Committee and the Standing Committee of the 19th Provincial Party Committee, term 2020 - 2025, stated that the Executive Committee and the Standing Committee of the Provincial Party Committee inherited previous achievements and experiences, made efforts to overcome difficulties, and led the entire Party, army, and people to fulfill the goals set by the 19th Congress. The Executive Committee directed the organization of 26 conferences to review and comprehensively evaluate the leadership work, decided on many contents of socio-economic development, national defense and security, Party building and the political system; issued 28 resolutions on key tasks, built work programs and inspected and supervised. The Standing Committee of the Provincial Party Committee promoted its core role, flexibly and effectively managed regular and ad hoc tasks; effectively led the implementation of major policies such as administrative reform, decentralization, delegation of powers, and perfecting the apparatus in the political system.

The Provincial Party Standing Committee plays a central role in leadership, direction and administration; ensures discipline, smoothness, flexibility and efficiency; promotes the spirit of innovation and creativity, resolutely handles many newly arising issues that have not yet received guidance from the Central Committee. The process of collecting opinions from cadres, party members and people on the draft documents of the 14th National Congress of Delegates was seriously implemented, receiving contributions from 60/60 affiliated party committees with 1,500 comments to supplement and edit the Political Report at the 19th Congress.
