Urgently prepare feasibility study report for Lao Cai-Hanoi-Hai Phong railway project
The Lao Cai - Hanoi - Hai Phong railway has a total length of about 419 km.

On the evening of September 7, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches and agencies to review and continue to promote the implementation of the Lao Cai - Hanoi - Hai Phong railway project, including the construction, appraisal and announcement of high-speed railway standards and regulations, and the allocation of capital for railway projects.

Also attending were Deputy Prime Minister Bui Thanh Son, Deputy Prime Minister Nguyen Chi Dung, Acting Minister of Foreign Affairs Le Hoai Trung, Minister of Construction Tran Hong Minh, and leaders of ministries, branches, and government agencies.

According to Resolution 187/2025/QH15 of the National Assembly, the Lao Cai - Hanoi - Hai Phong railway has a total length of about 419 km, starting at the cross-border rail connection point in Lao Cai, ending at Lach Huyen station, Hai Phong city. The total investment capital of the project is up to more than 203,000 billion VND.

The project has simultaneously carried out site clearance in 20 localities where the route passes through, preparing well for the large-scale construction phase expected from 2026, ensuring the groundbreaking date on December 19, 2025.

The project aims to build a new, modern and synchronous railway line to meet domestic and international transport needs between Vietnam and China; promote rapid and sustainable socio-economic development; strengthen connectivity of the domestic and regional railway network; and combine environmental protection, climate change adaptation and national defense and security.

The effective implementation of this railway line will significantly contribute to realizing the major goals set forth in the 13th Party Congress Documents and Resolutions, creating a breakthrough in the country's industrialization and modernization.

After listening to the reports and discussions of the delegates, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts of the ministries and agencies with positive progress; assigned the Ministry of Agriculture and Environment to proactively deploy work related to land, forests, and environment with the Lao Cai - Hanoi - Hai Phong railway project; the Ministry of Foreign Affairs and the Ministry of Construction to coordinate with the Chinese side to prepare for the meeting of the Vietnam - China Railway Joint Cooperation Committee, the preparation must be very specific, including the selection of consultants.

The Prime Minister assigned the Ministry of Construction to urgently develop a feasibility study report to start the Lao Cai - Hanoi - Hai Phong railway project on December 19, 2025; coordinate with the Ministry of Science and Technology to complete the announcement of standards and regulations in October according to the provisions of law; coordinate with the Ministry of Agriculture and Environment in work related to route orientation, land, forests, environment, and coordinate with localities to proactively clear the site according to the Resolution of the National Assembly.

The Prime Minister also gave instructions on allocating capital for the project, including proactively sourcing public investment, proposing loan sources (including capital from the Asian Infrastructure Investment Bank); technical design...

Emphasizing the spirit of "nothing is impossible," the assignment must be "6 clear" including clear people, clear work, clear time, clear responsibility, clear authority, clear products, and assigning Deputy Prime Ministers to directly direct specific related fields, the Government Office monitors and urges, the Prime Minister requests ministries and agencies to report weekly on assigned tasks; with difficulties and problems, they must be resolved according to authority, if beyond authority, they must be reported to competent authorities for consideration and decision.
