Khanh Hoa pays off all its 'debt' on study support money, what do pedagogy students have to 'pay back'?

All pedagogical students who are trained according to social needs at Khanh Hoa University owe 2-3 years of study support money that has just been paid by the province's budget and must fulfill the commitment after graduation.

On the evening of July 15, Dr. Phan Phien - principal of Khanh Hoa University - said that all 26 pedagogical students trained according to social needs in courses 7 and 8 at the school, who have not received monthly living and study support since enrolling, have just been paid.

Specifically, after the People's Committee of Khanh Hoa province decided to supplement the budget estimate (VND 2,642,640,000) for Khanh Hoa University to pay for study support for 26 pedagogical students trained according to social needs, the school completed the procedures and the State Treasury in Khanh Hoa paid for all of these students.

According to regulations, each pedagogical student who commits to fulfilling work obligations after graduation will receive tuition support (ie tuition exemption) and monthly living support of 3.63 million VND.

However, the 26 pedagogical students of the 7th and 8th courses of Khanh Hoa University mentioned above (each course has 13 students) since enrolling (from 2022 and 2023) have not been approved by the province to spend the budget according to regulations for the school to pay the monthly living and study support money for the students.

Of these, 13 pedagogical students of the 7th course mentioned above were owed monthly study support money for 3 years of study, a total of 33 months.

Meanwhile, the 8th course of pedagogy students owe study support money for both school years, a total of 23 months.

Therefore, the total amount of study support that each 7th course student has just received at once is 119.79 million VND.

Each 8th course student has just received a one-time payment of 83.49 million VND.

Before completing the procedures for the regional State Treasury to pay money directly into each student's account, the school worked with and notified both parents and students about the one-time payment of that large amount of money, so that parents and students could have a management plan to best serve the students' studies.

Obligation to fulfill commitment of pedagogical students to receive study support money

According to Dr. Phan Phien, according to Government regulations, pedagogical students receive tuition and living support, and after graduation must fulfill their committed work obligations.

That is the regulation, student teachers who receive the above support must work in the education sector for at least twice the training time.

Specifically, the responsibility of these students, after graduation within 2 years, is to work in the education sector according to the job position required by public service units or private educational institutions.

Thus, according to Mr. Phan Phien, after graduation, pedagogical students only need to work and do any job in the education sector, in the public or private sector, and within the stated deadlines to fulfill their commitment, without having to reimburse the learning support costs they have received.
