With millions of electronic transactions processed quickly, safely and effectively, Hanoi Social Security is affirming its pioneering role in building a service-oriented, people-centered administration.
Promoting the implementation of Project 06 - for the convenience of the people
Implementing the Government 's direction on promoting administrative procedure reform, applying information technology and comprehensive digital transformation, Hanoi Social Security has proactively coordinated with departments, branches and sectors to synchronously deploy tasks in Project 06 - Developing population data applications, electronic identification and authentication to serve national digital transformation.

By the end of September 2025, Hanoi Social Insurance had deployed 4/25 interconnected administrative procedures, bringing practical benefits to the people. Specifically, the interconnected birth registration and issuance of health insurance cards for children under 6 years old were carried out smoothly with 201,483 cases. Along with that, the interconnected system of death registration and funeral allowance also operated stably with 1,196 records processed, helping people reduce time and travel costs.
Not only that, 187 transactions to renew health insurance cards for households were successfully carried out on the Vietnam Social Security Public Service Portal, and integrated on the National Public Service Portal, creating a synchronous and transparent online public service ecosystem.
One of the most outstanding results is the synchronization of citizen identification data (CCCD) with health insurance cards. Up to now, 7,795,262 people with health insurance cards in Hanoi have been successfully authenticated and synchronized, and can use their CCCD for medical examination and treatment without having to carry a paper health insurance card. This is a big step forward, contributing to the realization of the goal of "one national card - multiple utilities", reducing paperwork and saving time for people.
Notably, Hanoi Social Insurance has also coordinated with the health sector in issuing electronic health examination certificates under Project 06, with 685,115 cases processed, contributing to the construction of a unified electronic health database, effectively serving the management and health care of the people.
Connected data - proof of modern administration
Currently, Hanoi Social Insurance has signed contracts for health insurance examination and treatment with 191 medical facilities, corresponding to 732 medical examination and treatment points, all of which are connected and have data interconnected to ensure the rights of health insurance participants. The rate of connecting health insurance examination and treatment data on the right day is 94.7%, an impressive figure reflecting serious investment and modern data management capacity.
At the same time, the payment of pensions and social insurance benefits has also been strongly converted to electronic form. In the first 9 months of 2025, the city's Social Insurance paid pensions and monthly social insurance benefits to 600,215 beneficiaries, with a total amount of 36,831 billion VND.

Notably, the payment rate through personal accounts reached 99.46%, of which: Payment via ATM: 36,500 billion VND for 596,974 beneficiaries; cash payment was only 331 billion VND for 3,241 people.
Promoting cashless payments not only reduces management costs, but also ensures safety and transparency, clearly demonstrating the orientation of "Digital Government - Digital Citizens - Digital Society".
Along with that, Hanoi Social Insurance and grassroots Social Insurance agencies have increased the implementation of electronic file transactions, online public services, receiving and processing files at the Public Administration Service Center, as well as public administrative points at the commune and ward levels according to Decree 118/2025/ND-CP. This is a specific step to realize the model of "one destination - many utilities", bringing social insurance, health insurance and unemployment insurance services closer to the people.
Notably, in the first 9 months of 2025, Hanoi Social Security received 8,542,549 records (including paper and electronic records) and resolved 8,803,273 records - this number shows the acceleration and efforts to exceed targets thanks to the strong application of information technology.
The number of VssID accounts - the digital social insurance application for people - also reached 4,397,687 accounts, affirming the spreading effectiveness of digital transformation to each citizen of the capital.
Towards a comprehensive digital social insurance system, best serving the people of the capital
With a long-term vision, Hanoi Social Security has identified digital transformation as not only a tool, but also a new service culture. The agency has been focusing resources, training staff, improving digital skills, and strengthening coordination with departments, branches, medical units, and banks to expand the interconnected data ecosystem.
Specific figures such as 7.79 million health insurance cards synchronized with CCCD, 99.46% cashless payments, or over 6.5 million electronically processed records are clear evidence of the determination to innovate. This is not simply a change in technology, but also a change in thinking and working methods, taking the satisfaction of people and businesses as a measure.
In the context that the whole country is moving towards digital government, digital economy and digital society, the results achieved by Hanoi Social Security are vivid proof of the spirit of "taking people as the center of digital transformation".
