On November 29, the provincial working delegation conducted a field survey, evaluated the results and criteria records of advanced new rural communes in 2023 in Tam Diep city and Ninh Binh city.
In Yen Son commune (Tam Diep city), on the morning of November 29, the working delegation went to inspect the actual situation, including: Nguyen village cultural house, the economic model of raising chickens of Mr. Bui Van Khanh's family; visited the production facility of saddles, wheels, and plastic wall tiles of Mr. Nguyen Manh Thuong's family; visited the economic model of agricultural product processing (pineapple, corn...) products certified to meet OCOP standards of Thanh An Company Limited...
The working delegation of the province and the Steering Committee for New Rural Construction of Tam Diep city had a working session with the Party Committee and government of Yen Son commune on the results of advanced new rural construction, self-assessment results, basic construction debt situation, and completion of procedures for approval.
Since achieving the NTM commune standard in 2017, up to now, the economic structure of Yen Son commune has shifted towards commodity industry: Agriculture and forestry account for 45%; trade, services, and small-scale industry account for 55%; the average production value per hectare of cultivated land reaches 115 million VND/ha, an increase of 25 million VND compared to 2020; the average income per capita in 2023 reaches 68.45 million VND/person/year. The rate of poor and near-poor households in the whole commune as of October 2023 decreased to 0.69%.
After checking the actual implementation results of 19 criteria for advanced NTM communes of Yen Son commune; checking records, supporting documents, self-assessment results of the commune, verification results of Tam Diep City People's Committee, appraisal results, confirmation of the level of meeting the standards of each criterion of the responsible departments and branches, the Provincial Working Group agreed to assess that Yen Son commune has completed 19/19 criteria to meet the standards of advanced NTM communes in the period of 2021-2025 in accordance with current regulations.
On the same afternoon, the provincial working delegation conducted a field survey and assessed the level of achievement of advanced NTM standards of Ninh Tien commune (Ninh Binh city).
After more than 2 years of achieving the new rural standard, up to now, the urban infrastructure of Ninh Tien commune has received investment attention, the urban landscape has many innovations suitable for the development of trade, services and tourism. Urban order, traffic safety and environmental sanitation have many positive changes; social culture has increasingly progressed, social security has been increasingly concerned; political security has been maintained, social order and safety have been ensured, national defense has been strengthened; administrative reform work has been focused on. The national target program on new rural construction in the area has been widely supported and enthusiastically participated by the people.
After 2 years of implementation, Ninh Tien commune has received 125 tons of cement, built and upgraded 5 roads with 1 km of rural roads. The whole commune has 9 village cultural houses, all of which are equipped with public sports equipment systems, and painted volleyball and badminton courts... to serve the sports training needs of local people.
The rate of trained workers with jobs is 86%; trained workers with degrees and certificates account for nearly 37%; workers with jobs in key economic sectors (non-agricultural occupations) is more than 79%.
Average income per capita in 2023 will reach 70.28 million VND/person/year. In 2 years of implementing advanced new rural construction, the commune has reduced 11 poor households and 11 near-poor households, contributing to reducing the poverty rate to 0.80%...
Through the actual survey and assessment of the implementation results of the criteria in the advanced NTM communes of Yen Son and Ninh Tien, the Working Group highly appreciated the close and drastic direction of the City Party Committee, People's Committee, Steering Committee of the National Target Programs of Tam Diep city and Ninh Binh city. Yen Son commune and Ninh Tien commune have had creative, flexible ways of working, suitable to the actual conditions, along with the active participation and voluntary contribution of money, labor, and land of people inside and outside the commune.
The assessment of the level of achievement of the advanced NTM standards of the two communes and the verification work of the two cities must ensure publicity, democracy, transparency, proper order, adequate procedures, and close coordination between agencies, organizations and people. For the criteria that are still pending in terms of procedures, it is recommended that the provincial departments and branches actively coordinate in assessing and confirming the achievement of standards in accordance with regulations.
The dossiers requesting recognition of communes meeting advanced NTM standards were promptly completed by the People's Committees of the two cities and the People's Committees of the two communes of Yen Son and Ninh Tien, in full, in the correct order and procedures, and sent to the Provincial NTM Coordination Office within the prescribed time limit.
Yen Son and Ninh Tien communes are eligible for recognition as advanced NTM communes in 2023.
