According to the Project, the Ministry of Culture, Sports and Tourism has selected the Xuong Ly lagoon fishing festival of fishermen in Gia Lai province and the Kate festival of Cham people in Khanh Hoa province to preserve and promote their values, serving tourism development associated with new rural construction.
The Ministry of Culture, Sports and Tourism assigned the Department of Cultural Heritage to preside over and coordinate with the Departments of Culture, Sports and Tourism of Gia Lai and Khanh Hoa provinces and relevant agencies and units to implement this project.

The Xuong Ly Van Dam Fishing Festival is associated with the whale worshiping belief of the local people, not only praying for favorable weather and a full hold of fish and shrimp, but also expressing the spirit of solidarity and community connection through many generations.

With a history of more than 200 years, this festival has witnessed and accompanied the ups and downs of Nhon Ly land (now Quy Nhon Dong ward) from the early days of Truong Lang's formation in 1815, until it was officially held at Vung Nom (Xuong Ly lagoon) in 1839.

Through many reconstructions, especially after 2014, the Xuong Ly lagoon fishing festival was fully restored.

On December 10, 2024, the Ministry of Culture, Sports and Tourism issued Decision No. 3994/QD-BVHTTDL to list the Xuong Ly lagoon fishing festival as a national intangible cultural heritage.
