Review the leader if drowning occurs

On June 1, according to information from the People's Committee of Quang Ninh province, the locality has just issued Document No. 1382/UBND-VHXH requesting departments, branches and localities to highly concentrate and strictly implement the directive of the Provincial Party Standing Committee and the direction of the Provincial People's Committee on ensuring safety for youth, children and students, especially preventing and combating accidents, injuries and drowning.

Quang Ninh Provincial People's Committee requests the People's Committees of districts, towns and cities to thoroughly grasp and determine the responsibilities of the heads of the People's Committees at the commune and village levels in disseminating to households about the management of children, students and university students, and disseminating skills to prevent drowning. Organize 100% of households in the area to sign a commitment to manage children and students and disseminate skills to prevent drowning, to be completed before June 20, 2024.

Quang Nam province strives that by the summer of 2024, 100% of communes, wards and towns will have at least one standard swimming pool or temporary swimming pool, and one safe swimming teaching point for children (Illustration photo).

At the same time, organize a general review of locations at risk of drowning in the area, take measures to thoroughly overcome existing problems that cause unsafety, and limit people's access to dangerous areas (add danger warning signs, signs prohibiting swimming in unauthorized places; add spare lifebuoys for emergencies), to be completed before June 10, 2024.

In addition, direct the improvement of the quality of activities, ensure the safety of cultural institutions in the area, meet the needs of healthy entertainment for children, and effectively manage students during the summer.

Review, plan, and construct additional qualified swimming beaches and spots; attract investment in standard swimming pools and playgrounds; build swimming pools (mobile and assembled) that meet the prescribed standards and safe swimming practice spots; strive to have 100% of communes, wards, and towns have at least one standard swimming pool or temporary swimming pool, and one safe swimming teaching spot for children by the summer of 2024.

Quang Ninh Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to preside over and coordinate with the Department of Culture and Sports, Department of Education and Training, Department of Transport, Department of Tourism, Provincial Police and People's Committees of districts, towns and cities to organize inspection teams to review swimming and bathing areas, "black spots" at risk of drowning in the province.

The Provincial Department of Home Affairs shall preside over the implementation of the content and results of drowning prevention work of departments, branches, localities, agencies and units in the annual assessment of task completion; review the personal responsibility of leaders in organizing the implementation and allowing drowning incidents to occur in the area .
