National Assembly Chairman Tran Thanh Man this morning chaired the closing session of the 49th session of the National Assembly Standing Committee.

For more than 5 days, the National Assembly Standing Committee reviewed 34 contents, mainly focusing on giving opinions on the draft law to be submitted to the 10th session for consideration and approval.

Regarding the 10th session taking place in October, the National Assembly Chairman noted that the work is very large and has a very special meaning, not only considering the regular year-end contents but also summarizing the work of the entire term. The session will pass many important resolutions that will guide the coming period.

It is expected that the National Assembly will pass nearly 50 bills and resolutions, including many important resolutions to promptly institutionalize the central government's new policies on education, health care, and international integration.

"This is the largest legislative workload since the beginning of the term, far exceeding that of the 9th session," said the National Assembly Chairman.

Absolutely do not do it perfunctorily.

In preparation for the session, the National Assembly Chairman requested that at the upcoming October session, the National Assembly Standing Committee should review and comment on 16 bills and 3 draft resolutions. These bills and resolutions have a full political and legal basis. In addition, the session also reserves time to review 10 draft laws and 2 draft resolutions that the Government is proposing to supplement.

The National Assembly Chairman requested the Government and agencies to closely follow the program, coordinate closely, and proactively send documents early so that National Assembly agencies have a basis for research right from the beginning, and promptly complete and send official documents to members of the National Assembly Standing Committee.

The 10th session is expected to review the report summarizing 5 years of implementing national plans and target programs; approve investment policies for important programs; and conduct personnel, supervision and petition work.

The National Assembly Chairman also added that the 10th session will have important changes in the organization method, not dividing the session into 2 sessions, and not having a break in the middle. Groups of content in the same field or related fields will be arranged for general discussion, further shortening the time for presenting proposals and reports.

He suggested that agencies make the most of every day and every hour, work urgently in the final stage but absolutely not do it perfunctorily, ensure that documents are complete, strict, and thoroughly examined.

"What must be done to ensure that the 10th session is held successfully, with a high sense of responsibility, ensuring discipline, order, quality and efficiency," the National Assembly Chairman noted.

The National Assembly Chairman added that the 13th Conference of the Party Central Committee will also take place in October. Therefore, the agency pays special attention, proactively advises and prepares early and remotely to submit the contents to the National Assembly for consideration; promptly and fully absorbs the Central Committee's instructions to complete the socio-economic contents.

Many new, complex, unprecedented contents

Previously, the National Assembly Standing Committee gave comments on the draft report summarizing the work of the 15th term of the National Assembly and the National Assembly Standing Committee.

The workload and pressure of work has increased many times compared to previous terms, with many important issues, many new, complicated and unprecedented contents.

The National Assembly has strongly promoted its role in perfecting institutions and laws, especially the timely amendment and supplementation of the 2013 Constitution to institutionalize the Party's major policies, especially on reorganizing the state apparatus in the direction of "streamlining, effectiveness, efficiency, closeness to the people, and closeness to reality".

Legislative activities have seen strong innovations in methods, thinking, and construction processes, with proactive, early preparation from afar. Supervision activities have been strengthened and put into practice; the work of deciding on important national issues has been fundamentally innovated. The way of organizing National Assembly sessions has many improvements, flexibly adapting to the realities.

Along with that, the National Assembly's foreign affairs activities have been strengthened and promoted both bilaterally and multilaterally, in depth, and implemented at many levels.

The National Assembly is exemplary in organizing the apparatus and proactively implementing and ensuring the quality and progress of tasks.
