Checking the operation of two-level local government

In the two localities, Vice Chairman of the National Assembly Vu Hong Thanh and the working delegation listened to the leaders of the two communes report on the operation of the local government apparatus at two levels and the results of socio -economic development in the area; at the same time, inspected the operations at the Public Administration Service Centers of the two communes; talked with officials and people in the area to listen and grasp the situation of advantages, difficulties and obstacles in the operation process.

After more than 2 months of operation, Luc Hon commune has gradually affirmed its organizational stability, improved the quality of management and administration, and created trust and consensus among cadres, party members and people. The commune Party Committee successfully organized the 1st Party Congress for the 2025 - 2030 term. From the beginning of July 2025 to now, the Commune Public Administration Service Center has received and processed 732 records, of which the number of records processed on time and before the deadline reached 99.86%. Total state budget revenue reached 624 million VND, reaching 103.66% of the plan. Luc Hon has achieved the status of an advanced new rural commune. The whole commune has only 1 poor household and 140 near-poor households according to the province's new criteria; striving to have no more poor or near-poor households by the end of 2025.

In Hoanh Mo commune, from July 1, 2025 to now, leadership and management work has been implemented flexibly and closely following reality. The team of cadres and civil servants has initially adapted, promoted the sense of responsibility to serve the people and businesses; and improved the quality of administrative procedure settlement. Immediately after the administrative unit arrangement, the locality successfully organized the 1st Commune Party Congress, term 2025 - 2030. Average income per capita by the end of August 2025 is estimated at 89.7 million VND/person...

After listening to the report and inspecting the situation, Vice Chairman of the National Assembly Vu Hong Thanh acknowledged and highly appreciated the results of Quang Ninh province, Luc Hon commune and Hoanh Mo commune in implementing the arrangement of administrative units and operating the 2-level local government, which initially brought about efficiency, clearly demonstrated through the results achieved in the socio-economic development of the localities.

Regarding the tasks in the coming time, Vice Chairman of the National Assembly Vu Hong Thanh emphasized that Luc Hon commune and Hoanh Mo commune are localities with important positions in terms of national defense and security, large areas, and a large proportion of ethnic minorities. Therefore, the activities of the commune government require being closer to the people. The locality continues to arrange and improve the apparatus to operate more effectively; the staff needs to improve their working capacity to meet the requirements of the tasks in the new situation, serving businesses and people better. At the same time, the two localities pay attention to and take care of the lives of cadres and civil servants so that this team can continue to stick together and contribute.

Communes must immediately start implementing the goals and targets set out in the Resolution of the Commune Party Congress. In particular, focusing on maximizing development potentials and advantages. Luc Hon commune needs to promote the advantages of developing community tourism associated with preserving traditional cultural identity; developing OCOP products as a local characteristic. Hoanh Mo commune promotes the advantages of the Hoanh Mo - Dong Van Border Gate Economic Zone in developing service industries and border trade; promoting tourism development based on the advantages of local natural and cultural conditions. Along with that, the locality promotes the application of information technology, implementing digital transformation in implementing tasks; thereby contributing more to the overall growth results of the province.

On this occasion, Vice Chairman of the National Assembly Vu Hong Thanh presented 100 gifts to policy families and poor households in the two communes. The Vietnam National Coal and Mineral Industries Group presented 60 computers to villages and hamlets in the two communes to serve the digital transformation work.
