Plan to implement the Law amending and supplementing the Law on Technical Standards and Regulations

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 2138/QD-TTg dated September 27, 2025 promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.

The Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations No. 70/2025/QH15 was passed by the 15th National Assembly at the 9th Session on June 14, 2025, effective from January 1, 2026.

The issuance of the Plan aims to ensure unified direction of the Government and the Prime Minister ; close, regular and effective coordination between ministries, branches, localities and relevant agencies and organizations in implementing the Law; specifically defining the work content, deadline, completion progress and responsibilities of relevant agencies and organizations, ensuring timely, synchronous, unified, effective and efficient implementation.

The plan requires the establishment of a coordination mechanism between ministries, branches and localities in carrying out activities to implement the Law nationwide; raising awareness and responsibility of ministries, branches, localities and people in implementing the Law; ensuring the effective implementation of innovative contents in the Law, especially the construction of a national database on standards, measurements and quality; and activities of announcing conformity and conformity in the electronic environment to improve the effectiveness of state management and serve people and businesses.

The plan includes 7 main contents as follows:

Firstly, the Ministry of Science and Technology, the Ministry of Justice, the Ministry of Culture, Sports and Tourism, the Voice of Vietnam, Vietnam Television , relevant ministries, agencies and other press, radio and television agencies, according to the management functions of each ministry and agency, compile documents, organize propaganda, dissemination, legal education, training, and professional development on the content of the Law and detailed implementing regulations. Implementation time is in the fourth quarter of 2025 and the following years.

Second, the Ministry of Science and Technology shall review legal documents related to the Law under its state management authority; ministries, branches and localities shall review legal documents and technical regulations issued by their agencies or subordinates related to the Law within the scope, field and area of ​​state management assigned to them and send the review results together with proposals for amendments, supplements, replacements and specific abolitions for each document and a preliminary assessment of compatibility with the Law to the Ministry of Science and Technology for synthesis and reporting to the Prime Minister in October 2025. Ministries, branches and localities shall continue to periodically review and update during the implementation of the Law and guiding documents, ensuring timely supplementation and adjustment of relevant documents as appropriate.

Third, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of Justice, the Government Office and relevant ministries and agencies to develop two documents detailing and guiding the implementation of the following Law: Decree detailing the implementation of a number of articles of the Law on Technical Standards and Regulations and the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Decree regulating the conditions for conducting conformity assessment services. The deadline for submission is October 15, 2025. The deadline for promulgation is December 1, 2025.

The drafting of detailed regulations and instructions for the implementation of the Law is carried out in accordance with Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating the List and assigning the agency in charge of drafting detailed regulations for the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session.

Fourth, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies to organize the inspection of the implementation of the Law and detailed regulations and instructions for the implementation of the Law in 2026 and the following years.

Fifth, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies to develop a National Standards Strategy before April 30, 2026.

Sixth, the Ministry of National Defense and the Ministry of Public Security shall specify activities in the field of standards and activities in the field of technical regulations for specific subjects in the fields of national defense and security.

Seventh, the ministries managing sectors and fields, according to their assigned functions and management tasks, shall organize the contents to support the implementation of the Law in accordance with legal provisions, including guiding the application of legal documents detailing the implementation of the Law; organizing the reception and handling of recommendations and proposals from agencies, organizations and individuals in the process of implementing the Law and guiding documents; organizing the review, assessment and updating of the relevant database system; ensuring the conditions for implementation in accordance with the provisions of Article 59 of the Law on Promulgation of Legal Documents and Decree No. 80/2025/ND-CP dated April 1, 2025 of the Government on the organization of the implementation of legal documents.

The Minister of Science and Technology is responsible for assisting the Prime Minister in monitoring, inspecting, and urging ministries, branches, and localities to implement the tasks stated in the Plan, reporting to the Prime Minister on the annual implementation results according to regulations; proposing to commend and reward according to the law for communication products with high propaganda value, social influence, and contributing to effectively bringing the Law into life.

In the process of implementing the Plan, if any difficulties or problems arise, ministries, branches and localities shall promptly report to the Ministry of Science and Technology for synthesis, guidance and resolution within their authority or coordinate with relevant ministries and branches to clarify and unify implementation instructions. In cases beyond their authority, the Ministry of Science and Technology shall report to competent authorities for consideration and decision.

This Decision comes into force from the date of signing and promulgation (September 27, 2025).
