Bac Ninh voters propose many contents on implementing 2-level local government

From September 23-26, the National Assembly Delegation of Bac Ninh province met with voters in communes and wards in the province. The delegation informed voters of the expected content and program of the 10th Session of the 15th National Assembly; and the results of responses to voters' petitions reflected at the voter meeting after the 9th Session of the 15th National Assembly.

Accordingly, the 10th session of the 15th National Assembly is scheduled to open on October 20 and will last for about 42 days. This is the first session after the country implemented the two-level local government model. The session will consider and pass 42 laws and three resolutions; and at the same time consider and decide on socio- economic issues, the State budget, supervision and other important issues.

Voters of communes and wards in Bac Ninh province basically agreed with the content and program of the 10th Session; proposed to the National Assembly Delegation the content related to increasing decentralization and delegation of power to the People's Committees of communes and wards after implementing the 2-level local government model; supplementing the payroll for a number of specialized fields lacking staff such as education , health, digital transformation, land and environmental management... Along with that, there should be early detailed instructions on specific functions and tasks for the Commune-level Public Service Supply Center; speeding up the progress of granting land use right certificates to people...

Deputy Head of the National Assembly Delegation of Bac Ninh province Tran Van Tuan received and discussed a number of voters' recommendations.

Voters of Son Dong commune requested the province to pay attention to investing in traffic infrastructure projects; continue to allocate funds to upgrade the internal traffic and irrigation systems; pay more attention to policies for teachers and students in remote areas, ethnic minority areas, and have special policies to attract high-quality human resources to work in remote areas.

Voters of Luc Nam commune proposed that competent authorities pay attention to allocating a budget suitable to the characteristics of a large commune with a large population; support the settlement of debts for basic construction; increase allowances for non-professional officials in villages and neighborhoods. Relevant parties create a mechanism to attract and retain competent officials; increase support for grassroots health care, add doctors and equipment to commune health stations; prioritize programs and projects on digital transformation at the commune level, helping people access public services conveniently; have specific instructions on procedures for land recovery, change of land use purpose, and plot division to limit disputes...

Voters of My Thai commune request that the Ministry of Education and Training soon issue a document with specific instructions on teacher/class ratios and recognize schools that meet national standards.

Voters also reflected that the implementation of the Ordinance on preferential treatment for people with meritorious services in 2020 and Decree 131/2021/ND-CP of the Government detailing and implementing the Ordinance on preferential treatment for people with meritorious services to the revolution dated December 30, 2021 still has many shortcomings. Voters suggested that it is necessary to amend and supplement regulations to clarify beneficiaries, especially in cases where the dossier is incomplete, and at the same time simplify administrative procedures and shorten processing time...

Voters of Dao Vien ward recommend that competent authorities have specific regulations and instructions on the regime for deputy heads of socio-political organizations at the commune level to motivate this team to work with peace of mind; have clear mechanisms and policies on mergers and activities of mass associations; policies to support 50% of the cost of buying health insurance cards for garbage collectors in villages and neighborhoods...

The National Assembly Delegation of Bac Ninh province acknowledged and highly appreciated the voters' opinions, enthusiastic and responsible recommendations; at the same time, directly discussed and answered a number of related issues within their authority. For other recommendations, the Office of the National Assembly Delegation and the Provincial People's Council synthesized, classified and sent them to the National Assembly, the Government, and central and local ministries and branches for consideration and resolution according to their authority.
