Checking the preparation for implementing two-level local government in Khanh Hoa and Ninh Thuan

Concluding the working session, Head of the Central Policy and Strategy Committee Tran Luu Quang acknowledged, commended and highly appreciated the results that Khanh Hoa and Ninh Thuan provinces have strived to achieve in the work of implementing the arrangement of the apparatus and operation of the two-level local government system. Regarding the settlement of administrative procedures, comrade Tran Luu Quang commended Khanh Hoa province for its commitment to ensure the settlement of 25 administrative procedures in the whole province before July 1.

Comrade Tran Luu Quang noted that localities need to continue reviewing and arranging cadres and civil servants in accordance with their capacity and job position; perfecting facilities, means, equipment, connecting information technology infrastructure, prioritizing urgent matters first, thoroughly applying digital transformation to handling records and work. Especially in site clearance work, when this work is transferred to the commune level, the province should pay attention to arranging cadres to do this work with good qualifications and expertise, otherwise it will create difficulties and obstacles.

In addition, the two provinces also need to properly resolve the regime and policies for cases where a decision to resign has been made in accordance with regulations. By July 1, localities must be transparent about the amount of regime and policy payments for cadres, civil servants, and public employees; after July 1, there must be a responsible agency to continue processing regime payments for beneficiaries. In particular, the leaders of the two provinces must pay attention, listen, and grasp the thoughts and aspirations of cadres, civil servants, and public employees to resolve them promptly, thoroughly, and harmoniously.

* On the same morning, comrade Tran Luu Quang and the Central working delegation visited and inspected the trial operation of the 2-level local government model in Phan Rang ward (new) and Cam Lam commune (new). Here, he asked people who came to do administrative procedures and officials who received and processed documents.

During the inspection, comrade Tran Luu Quang highly appreciated the efforts of the local government in arranging modern equipment, arranging and guiding the new procedures for the people. At the same time, he suggested that the new commune-level government should involve the youth union to support and guide the people because the new operation method is unfamiliar to the people.

According to Resolution No. 202/2025/QH15 of the National Assembly, the entire Ninh Thuan province will merge with Khanh Hoa province, forming the new Khanh Hoa province, with an area of 8,555.86 km² and a population of more than 2.24 million people.

Along with that, Resolution 1667/NQ-UBTVQH15 decided to rearrange the commune-level administrative units of Khanh Hoa province, establishing 65 new units, including 48 communes, 16 wards and 1 special zone.
