Proposal to extend three land mines to build Bien Hoa - Vung Tau expressway

Dong Nai has proposed to extend the exploitation period of three mines with reserves of 600,000 m3 to serve the Bien Hoa - Vung Tau expressway and key projects.

The proposal was stated by the People's Committee of Dong Nai province in an official dispatch sent to the Prime Minister on October 13 to resolve difficulties and problems in exploiting landfill materials for traffic projects in the area.

Previously, in 2020, the Provincial People's Committee licensed four agricultural land reclamation projects to serve the construction of the Phan Thiet - Dau Giay Expressway project. Of which, the project in Xuan Loc district has been basically completed, the remaining mine in Cam My district has not yet fully exploited the licensed reserves of 600,000 m3.

According to the People's Committee of Dong Nai province, to implement key projects in the area, about 21.5 million cubic meters of land is needed for leveling. The locality has planned about 107 locations with a total area of ​​1,000 hectares for construction contractors to choose and prepare documents to apply for exploitation of leveling materials.

However, up to now, the legal procedures on minerals, investment, and land are still stuck, so only two investors have participated, with a total reserve of less than one million cubic meters of land. These two mines are temporarily suspended due to incomplete procedures to sign land lease contracts.

Bien Hoa - Vung Tau Expressway (phase 1) is 53.7 km long, with 4-6 lanes, and a total investment of over VND17,800 billion. Of which, the section through Dong Nai is over 34 km long, with a total cost of over VND12,600 billion. This expressway section requires 5.3 million cubic meters of land for leveling. The investor previously proposed to take land from Long Thanh airport for construction, but the authorities have not yet made a decision.

The Bien Hoa - Vung Tau Expressway project started on August 18. The section passing through Vung Tau has cleared 77.6% of the land, while the land handover rate on the Dong Nai side is less than 6%, which risks affecting the overall progress of the project.
