Flood control for smooth construction of Bien Hoa - Vung Tau expressway

(DN) - Since August 2025, many localities in Dong Nai province have continuously experienced heavy rain, especially in some construction areas of the Bien Hoa - Vung Tau Expressway Project, causing flooding, affecting construction and people's lives. Faced with this situation, the province's authorities have urgently taken action to ensure project progress and stabilize people's lives.

Component 1 of the Bien Hoa - Vung Tau Expressway project through Dong Nai province has now reached about 48.5% of the construction progress, disbursed 44.04% of the capital plan and almost completed the handover of the site at a rate of 99.72%. In particular, Phuoc Tan and Tam Phuoc localities have handed over 100% of the area; Long Thanh, Binh An and An Phuoc have reached 99.5%. This is considered a very positive result, creating favorable conditions for the contractor to focus on speeding up the progress.

However, at the end of August 2025, the project construction process caused flooding at many points along the route, especially in Package 18 through Phuoc Tan Ward. After more than half a month of heavy flooding, the water has gradually receded but still caused construction delays and affected people's lives. Service roads and material transportation routes were cut off, causing construction activities to be interrupted.

Mr. Le Ba Trung, Commander of Package 18, said: "Flooding has delayed the implementation progress, increased labor and material costs. Our biggest concern is that we cannot speed up the progress according to the overall plan of the whole project."

According to records, the entire expressway through the province has 8 points prone to flooding. In particular, at the end of August, many areas such as Phuoc Tan, Tam Phuoc, Long Thanh, Long Phuoc were severely flooded. The main reason is that the elevation of the expressway and National Highway 51 is higher than the residential area, causing slow drainage. The existing drainage system is degraded, not meeting actual needs. In addition, sedimentation in rivers, streams, canals and ditches further reduces the ability to naturally drain floods.

Faced with the above situation, the Department of Construction of Dong Nai province has coordinated with relevant units to urgently review and propose a number of short-term and long-term solutions. Mr. Bui Ngoc Tiep, Head of the Department of Technical Infrastructure Management, Department of Construction emphasized: "We request the Dong Nai Province Construction Investment Project Management Board to immediately rectify the construction units and strictly handle any flooding caused by construction errors. In the immediate future, the contractor must clear public roads, temporary sewers, dredge existing sewer systems and drainage ditches to ensure water flow."

In the long term, the Department of Construction proposed to add a synchronous drainage target to the project, and at the same time study and soon implement the dredging plan of Buong River and Ong Que Stream. This is considered a fundamental solution, helping to improve natural drainage capacity, minimize flooding for residential areas and key infrastructure works.

With the timely intervention of the authorities, the flooding situation on the Bien Hoa - Vung Tau expressway is expected to be resolved soon, ensuring both the project's progress and stabilizing people's lives. This is also an urgent requirement for this national key project to be completed soon, contributing to promoting the socio -economic development of Dong Nai province and the Southeast region.
