Submit for approval of investment project adjustment of Bien Hoa

Accordingly, based on the adjusted feasibility study report completed by the consultant; internal appraisal report and monitoring and evaluation report on investment project adjustment, Project Management Board 85 has completed Submission No. 3614/TTr-BQLDA85 (dated September 18, 2025) to send to the Ministry of Construction on approving the adjustment of the investment project of Component Project 2, Bien Hoa - Vung Tau Expressway Project Phase 1.

According to Project Management Board 85, the Bien Hoa - Vung Tau Expressway Project Phase 1 was approved by the National Assembly for investment policy in Resolution No. 59/2022/QH15 (June 16, 2022), and adjusted for investment policy in Resolution No. 221/2025/QH15 (June 27, 2025). In which, Component Project 2 was approved for investment by the Ministry of Transport (now the Ministry of Construction) in Decision No. 1605/QD-BGTVT (December 6, 2022).

Regarding the investment project adjustment, Project Management Board 85 proposed: Adjusting the scope of site clearance, adding the scope of site clearance for the overloaded U-turn road at Tan Hiep intersection and the service road through Phuoc Thai commune, Dong Nai province; adding the scope of site clearance at both ends of the overpass on Provincial Road 770B; adding the basic design of the intelligent transportation system (ITS), automatic toll collection station (ETC), vehicle load inspection; overloaded U-turn road at Tan Hiep intersection; service road through Phuoc Thai commune, Dong Nai province.

Along with that, review and update the design solutions that have been approved in the approved technical design step and implement construction at the site to ensure that they are suitable for actual conditions, stable and safe in operation (such as solutions to handle weak soil, design of bridge works, drainage systems...).

In the submission, Project Management Board 85 proposed: The total adjusted investment of the project is more than 7.5 trillion VND, an increase of 662 billion VND compared to the total investment approved by the Ministry of Transport (now the Ministry of Construction) in Decision No. 1605 and a decrease of 128 billion VND compared to the total investment approved by the National Assembly in Resolution No. 221/2025/QH15.

Component 2 of the Bien Hoa - Vung Tau Expressway Project passes through Dong Nai province with a length of 18.2km. Project Management Board 85 is the unit assigned by the Ministry of Construction as the project investor.
