Also attending were comrades of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; leaders of departments, branches, sectors, and mass organizations of the province; Secretaries of district and city Party Committees, and affiliated Party Committees; Chairmen, Vice Chairmen of People's Councils, Chairmen of People's Committees, Chairmen of Vietnam Fatherland Front Committees of districts and cities; and grassroots voters.
At the beginning of the morning session, the Provincial People's Council listened to reports on: deciding on the State budget revenue estimate in the area; local budget revenue and expenditure and local budget allocation in the province in 2024; issuing a Resolution approving the prices of irrigation public products and services under the management of Ninh Binh province in 2023; approving the land price adjustment coefficient in 2024 to determine specific land prices for calculating land use fees, land rents, and starting prices for auctioning land use rights in Ninh Binh province.

The Provincial People's Council also heard reports on amending the "Environmental protection fee for mineral exploitation" in sub-section XV, section A of Regulations on collection, exemption, reduction, collection, payment, management and use of fees and charges in Ninh Binh province attached to Resolution No. 35/2016/NQ-HDND dated December 14, 2016 of the Ninh Binh Provincial People's Council; proposed to approve the List of projects requiring land recovery in Ninh Binh province in 2024; approved the List of conversion of rice-growing land use purposes to implement works and projects in Ninh Binh province in 2024.

Listening to the report on the issuance of the Resolution on the level of support for district- and commune-level administrative units implementing the arrangement in Ninh Binh province; Report on the draft Resolution of the Provincial People's Council stipulating a number of spending levels to ensure the dissemination and education of law, standards of legal access and mediation at the grassroots level in Ninh Binh province; Report on the draft Resolution of the Provincial People's Council stipulating the support regime for judicial experts and assistants for judicial experts in the field of criminal techniques and forensics in Ninh Binh province; Report on the draft Resolution amending Clause 9, Article 1 of Resolution No. 124/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council stipulating the handling of facilities in Ninh Binh province that do not ensure requirements on fire prevention and fighting and are put into use before the Law on Fire Prevention and Fighting dated June 29, 2001 takes effect; Proposal to issue a Resolution regulating support policies for cadres, civil servants and public employees who quit their jobs at will in Ninh Binh province...
Also at the meeting, representatives of the Provincial People's Council Committees presented the reports on the examination results of the Committees.

Next, the Provincial People's Council delegates divided into groups and discussed in groups. Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council participated in the discussion in group 1 (including delegates of the Provincial People's Council from Yen Mo district and Hoa Lu district); Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee participated in the discussion in group 2 (including delegates of the Provincial People's Council from Ninh Binh city and Gia Vien district); Group 3 included delegates of the Provincial People's Council from Tam Diep city and Kim Son district; Group 4 included delegates of the Provincial People's Council from Yen Khanh district and Nho Quan district.
During the group discussion session, the Provincial People's Council delegates promoted their sense of responsibility, promoted their intelligence, focused on evaluating the preparation work for the session, the activities of the People's Council and the Provincial People's Council delegates; at the same time, carefully studied, analyzed, and evaluated the results, as well as the shortcomings and limitations in socio -economic development in 2023, thereby proposing practical solutions to overcome and create stronger changes in the following year. The delegates also actively contributed to important reports and draft resolutions, ensuring feasibility and effectiveness in implementation.

Accordingly, the Provincial People's Council delegates highly appreciated the drastic direction and close coordination between the Provincial People's Council Standing Committee, the Provincial People's Committee and the sectors in preparing the meeting's content. The activities of the Provincial People's Council and the Provincial People's Council delegates have had many innovations, affirming their role as the State power agency in the locality. The supervision activities of the Provincial People's Council, the Provincial People's Council Standing Committee, and the Provincial People's Council Committees have been strengthened, the supervision content is focused, and has received attention and high appreciation from the public and voters.
The Provincial People's Council delegates actively innovated and improved the quality of voter contact activities, listened to and fully reflected the opinions and recommendations of voters; fully demonstrated their responsibilities when being trusted by voters and people. In particular, the work of leadership, direction, preparation and organization of the vote of confidence for the position holders elected by the Provincial People's Council was highly focused, implemented carefully, publicly, closely, in accordance with procedures and regulations, the results accurately assessed the level of trust, and received high consensus and support from voters and people.
Regarding the implementation of the socio-economic development plan in 2023; the direction and tasks of socio-economic development in 2024, the delegates said that the Report of the Provincial People's Committee had closely, correctly, fully and comprehensively assessed all fields. It affirmed that in 2023, despite many difficulties and challenges, the socio-economic development situation of the province continued to achieve many positive and comprehensive results with 12/15 main targets completed and exceeded. This result affirmed the close and timely leadership and direction of the Provincial Party Committee, People's Council, and People's Committee, especially the correct decisions of the Provincial People's Council approved at the meetings, which created timely support mechanisms and policies, creating great momentum for the province's development.

However, the delegates also requested the Provincial People's Committee to clarify the reasons for the three targets expected to not be completed in 2023, which are GRDP growth rate, State budget revenue in the area and total export turnover. At the same time, it is necessary to clearly identify the difficulties, challenges, some shortcomings, limitations and resolutely implement measures to achieve the GRDP growth target of 7.6% or more in 2024.
In particular, delegates suggested that the Provincial People's Committee should focus on directing the review, development and adjustment of the commune-level medium-term public investment plan; improve the quality and ensure the progress of project implementation; strengthen the review and resolutely revoke ineffective projects; speed up the implementation of a number of policies approved by the Provincial People's Council; have solutions to develop the marine economy; invest in renovating, upgrading and effectively using irrigation works to ensure agricultural production...

To build Ninh Binh province into a "Millennium Heritage City", delegates said that it is necessary to pay special attention to planning and planning management, ensuring a harmonious connection between new constructions and those that need to be preserved intact. The Provincial People's Committee needs to research and direct the development of cultural criteria and civilized behavior of Ninh Binh people; direct better implementation of the task of ensuring security, order, traffic safety...
Commenting on the reports and draft resolutions presented at the meeting, delegates basically agreed with the necessity of issuing resolutions to contribute to promoting the socio-economic development of the province. Delegates also commented on the format of the documents, wording and some contents to ensure coherence, logic, legal basis and high feasibility.
