
Complex transportation system
Lam Dong currently has a large road network, complex terrain with a total length of about 20,898 km. Of which, there are 2 expressways in operation (North-South Expressway, Lien Khuong - Prenn) with a total length of about 168 km; 10 national highways including: 1A, 14, 14C, 20, 27, 27C, 28, 28B, 55, Dong Truong Son with a total length of about 1,469 km; 41 provincial roads with a total length of about 1,288 km, the rest are inter-commune roads and roads within wards, communes and special zones.
Currently, the Department of Construction is assigned to manage 2,349.65 km of roads, including 1,051.77 km of national highway (of which, old Lam Dong 478.74 km; old Binh Thuan 236 km and old Dak Nong 337.03 km); provincial road 1,297.88 km (old Lam Dong 439.39 km; old Binh Thuan 632.49 km and old Dak Nong 226 km).
With the total length of routes spanning many complex terrains of the road system, it creates a "burden" in annual management and maintenance, especially when the current funding for repair and maintenance is still quite limited, not meeting actual needs.
Specifically, the total capital plan assigned for road maintenance and repair in 2025 is only about 560,566 billion VND. In fact, the province's traffic system has degraded in many sections but cannot be repaired due to funding problems.
Severe weather and inadequate mechanisms
One of the biggest obstacles to road maintenance in Lam Dong is the harsh weather. In particular, prolonged rains, which often occur from April to November every year in mountainous areas, not only easily damage roads but also disrupt maintenance work, and are the main cause of landslides in some areas, directly affecting traffic quality and maintenance work. After each rainy season, many roads, both rural and urban, often have potholes.
For example, in recent times, continuous rain and storms have also caused serious traffic insecurity, especially on degraded roads, such as at Km125+425 National Highway 28, Km87+300 National Highway 27, and Km68+300 Provincial Road DT.725, or some sections on National Highway 55.
In addition to natural factors, the management and maintenance of roads in the province after the merger still has many shortcomings in the mechanism. The decentralization of road management between the Department of Construction and the People's Committees at the commune level is still incomplete, making it difficult to compile statistics and list the system of commune roads and urban roads.
Efforts to innovate management methods
Faced with the above challenges, the Department of Construction has been implementing many solutions to improve the situation. Regarding decentralization of management, the Department of Construction manages national highways, provincial roads and key roads, while the People's Committee at the commune level manages communal roads, urban roads and roads under local authority.

The Department has also issued a document guiding units to implement regular maintenance and periodic repairs after the two-level local government comes into operation. At the same time, it directs affiliated units (Binh Thuan Road Maintenance Management Board; Dak Nong Construction Maintenance and Consulting Project Management Board and Lam Dong Road Maintenance Management Board) to strictly implement maintenance, repair and maintenance work in accordance with the correct procedures and technical standards, regularly monitor and accept the volume to ensure the progress and quality of the project.
During the implementation process, the Department of Construction also strengthened the management of construction quality, required technical design adjustments to suit actual conditions, and ensured labor safety and traffic safety. In particular, the Department also proactively directed its affiliated units to develop and implement plans to prevent and combat floods and storms, overcome natural disasters, and ensure smooth and safe traffic throughout the system managed by the Department, especially during the rainy and stormy season and in areas with frequent landslides.
In order to fundamentally solve the problem of funding and management, the Department of Construction aims to innovate the management method and has proposed the Provincial People's Committee to allow the organization of bidding for regular maintenance of provincial roads every 3 years. This method is to synchronize with the regular maintenance management of the national highway system being deployed in the area and to be more proactive in the plan to implement maintenance and repair tasks, expected to bring higher efficiency in the maintenance and repair of the road traffic system.
