Lam Dong promotes disbursement of key projects in the Western region

On October 21, Member of the Provincial Party Committee, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen chaired a meeting to grasp the implementation and disbursement of projects invested by Construction Investment Project Management Board No. 3.

Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen chaired the meeting on the afternoon of October 21.

According to Director of Project Management Board No. 3 Ha Sy Son, by October 20, 2025, the total disbursement value of the unit and its affiliated regional Project Management Boards reached VND 970,195 billion out of the total plan of VND 3,984.81 billion, equivalent to 24.3% of the public investment capital plan in 2025.

Of which, Project Management Board No. 3 alone disbursed 386,786 billion VND out of the plan of 2,264,051 billion VND, reaching 17.1%. Regional Project Management Boards achieved an average of 33.9% of the assigned capital plan.

Director of Project Management Board No. 3 Ha Sy Son reported on the implementation and disbursement of projects invested by the Board.

Project Management Board No. 3 is currently managing 36 projects with a total investment of more than 17,700 billion VND. Of these, 11 projects are under construction with a volume reaching 60 to 80% of the contract value, expected to be completed in 2025.

Some typical projects include projects to renovate and upgrade provincial roads 2, 3, 5; Dak Nong General Hospital; Gia Nghia Central Square; Museum - Library - Park Complex and Nam Xuan Lake canal system.

In particular, the North-South Expressway Project, West section Gia Nghia - Chon Thanh, the section passing through Lam Dong province is about 23.1 km long. The total area for site clearance is 227.5 hectares, belonging to two communes Kien Duc and Quang Tin.

The Lam Dong expressway project has two components. Component 2 has started a bidding package since April 2025, disbursing VND 12,147 billion out of VND 32.5 billion, reaching 37.4%.

Component 4 was approved in early October 2025 and is currently implementing measurement, counting, and compensation planning.

Kien Duc Commune Party Secretary Nguyen Quang Tu shared some contents related to the locality's responsibility for site clearance.

The People's Committees of Quang Tin and Kien Duc communes have issued land recovery notices to more than 300 households.

The government plans to list the first phase of site clearance plan in early November, appraise and approve it on December 10, and hand over the first phase of site to investors in mid-December 2025.

Besides the achieved results, many projects still face difficulties in disbursement.

Some large projects such as Dao Nghia - Quang Khe Road, projects under the ODA program (ADB8)... are currently stuck with site clearance, lack of earth filling materials and overlapping bauxite planning, so they are at risk of stagnation.

Deputy Director of the Department of Construction Phan Nhat Thanh requested a plan to handle difficulties in each project.

To speed up the implementation and disbursement progress, Project Management Board No. 3 requested the Provincial People's Committee to direct localities to closely coordinate in site clearance work.

The Committee also requested relevant units to focus on determining land origin, appraising prices and approving compensation, support and resettlement plans.

Deputy Director of the Department of Finance Tran Dinh Ninh proposed to make specific plans for site clearance every week and every month.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen affirmed that although departments, branches and localities have made efforts, the progress of implementation and disbursement of public investment capital is very slow.

To speed up the disbursement process, we must first ensure the construction volume. To have volume, we must quickly complete the site clearance work - this is a key task for both the expressway project and other projects.

Therefore, investors, local authorities and related units must develop specific plans and roadmaps to promptly approve compensation, support and resettlement plans, clearly assigning responsibilities among the parties.

Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen requested Project Management Board No. 3 and localities to synchronously deploy solutions to speed up construction progress and disbursement of projects.

Vice Chairman of the Provincial People's Committee Le Trong Yen requested departments, branches, localities and investors to enhance their sense of responsibility, proactively plan resettlement, ensure people's rights and create favorable conditions for land recovery and site handover.

The weather has now entered the dry season, which is very favorable for construction. The Provincial People's Committee has directed Project Management Board No. 3 to request construction units to develop plans, mobilize maximum human resources, equipment, and materials to work overtime, speed up progress and construction volume.

The Provincial People's Committee will establish a monitoring team headed by the Department of Construction to monitor the quality, progress and construction capacity of investors and contractors to achieve the best results in the 2025 capital disbursement plan.
