Increase control speed current status
Mr. Huynh Van Minh, Deputy Director of Lam Dong Province Land Fund Development Center, said that in order to speed up the progress of site clearance and construction of resettlement areas for the Bao Loc - Lien Khuong Expressway project, the unit has increased the maximum number of officers, civil servants and workers directly performing tasks at the site.

According to Mr. Huynh Van Minh, there are currently 130 people participating in the project, including 72 people from the Provincial Land Fund Development Center Office, 12 people from branches and 46 people reinforced from Project Management Board No. 1.
In Ward 1 Bao Loc, the total area to be recovered is about 36.8 hectares, affecting 250 households. To date, the units have inventoried 130 households, reaching 52%. The remaining cases have not yet identified the land users or have incorrect current boundaries that need to be re-measured.

In Bao Lam 2 commune, the total area to be recovered is about 53.6 hectares, affecting 176 households, 135 households have been inventoried, reaching 76%. Of which, 115 files have been sent to the Commune People's Committee to review the origin of the land. Some households are still stuck due to transfers or small disputes over land boundaries.
In Hoa Ninh commune, after inspection, the total recovered area is about 30.7 hectares; of which, residential land is 0.35 hectares and agricultural land is 30.35 hectares, with 116 households and individuals affected. Currently, 114 households and individuals have been inventoried, reaching 98.27%. The dossier has been sent to the Commune People's Committee for a meeting to consider the origin of the land for 87 households (reaching 75%). There are still some households whose land users have not been identified due to the transfer to households outside the locality with land.

In Di Linh commune, after inspection, the total recovered area is about 138.46 hectares; of which, residential land is 0.35 hectares and agricultural land is 137.42 hectares, the number of affected households is 509 households and individuals. Currently, the units are conducting investigation, survey, recording the current status, measuring, counting, statistics, classifying the recovered land area and assets attached to the recovered land. Up to now, 191 households and individuals have been inventoried (in the old Lien Dam commune), reaching 37%. The files have been sent to the People's Committee of the commune for a meeting to consider the origin of the land for 74 households (reaching 15%).
In Bao Thuan commune, after inspection, the total recovered area is about 71.73 hectares; of which, residential land is 1.52 hectares and agricultural land is 70.31 hectares, the number of affected households is 425 households and individuals. Currently, the units have inventoried 155 households and individuals (reaching 36%).

In Gia Hiep commune, after checking, the total recovered area is about 68.14 hectares; of which, residential land is 0.57 hectares and agricultural land is 68.73 hectares, the number of affected households is 228 households and individuals. 130 households and individuals have been inventoried, reaching 57%). The files have been sent to the Commune People's Committee for a meeting to consider the origin of the land, which is 60 households (reaching 26%).
In Ninh Gia commune, after inspection, the total recovered area is about 51.75 hectares; of which, residential land is 0.28 hectares and agricultural land is 51.72 hectares, the number of affected households is 100 households and individuals. 98 households and individuals have been inventoried, reaching 95%. The files have been sent to the Commune People's Committee for a meeting to consider the origin of the land, which is 22 households (reaching 21%).

In Duc Trong commune, after checking the total recovered area is about 71.15 hectares, the number of affected households is 288 households and individuals. 162 households and individuals have been inventoried, reaching 41%. The files have been sent to the Commune People's Committee for a meeting to consider the origin of the land for 60 households (reaching 15%).
In Tan Hoi commune, through inspection, the total area of recovered land is about 23.37 hectares of residential and agricultural land, the number of affected households is 142 households and individuals. 104 households and individuals have been inventoried (72%).

In Hiep Thanh commune, after inspection, the total recovered area is about 36.39 hectares; of which, residential land is 2.8 hectares and agricultural land is 33.59 hectares, the number of affected households is 302 households and individuals. 124 households/302 households and individuals have been inventoried (41%).
“Units must coordinate closely with localities to ensure accurate data, avoid duplication or errors, especially in determining the origin of land. This is an important basis for developing compensation and support plans that are legal, fair and transparent,” Mr. Huynh Van Minh emphasized.
People are waiting price list land
After more than 3 months since the groundbreaking date, the Bao Loc - Lien Khuong expressway project is going through a key stage: completing the inventory, waiting for the announcement of a specific land price list to implement compensation payments.

The Bao Loc – Lien Khuong Expressway Project is an important component of the entire Dau Giay – Lien Khuong route, nearly 74km long, with a total investment of more than 20,000 billion VND. When completed, the route will shorten the travel time from Ho Chi Minh City to Da Lat to about 3 hours, opening up a new development space for the Southern Central Highlands region, creating a strong driving force to promote trade, tourism and investment.
In localities such as Bao Loc, Bao Lam, Di Linh, Duc Trong, people everywhere can be heard mentioning the "land price list". Many households have actively cooperated in the process of measurement and inventory, only waiting for the official compensation price to be assured of handing over the land.

Mr. Le Van Phuong, Head of Tan Nghia village (Bao Thuan commune) said that people in the area all agree with the policy of land acquisition for the project, only hoping that the State will soon announce a suitable and fair compensation price list so that people can feel secure in handing over the land.
According to the people, most of the reclaimed land is agricultural land, of which about 90% is used to grow coffee – a crop with high prices. Therefore, people hope that the compensation level will be close to the market price so that they can buy new land for production and soon stabilize their lives after relocation.

The Provincial Land Fund Development Center said that localities have signed contracts with consulting units to survey and develop land price lists and are currently completing the draft for appraisal. Some other communes are also urgently selecting consulting units to speed up the progress. When specific land prices are available, the steps to prepare, appraise and approve compensation, support and resettlement plans will be implemented immediately.

According to the Lam Dong Department of Finance, the specific land price list is an important legal basis for compensation payments and resettlement arrangements. Therefore, while there is no official price, many households, despite having agreed, are still waiting, making disbursement impossible.
At recent working sessions, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that land price determination, compensation, support and resettlement must be carried out quickly but strictly, in accordance with legal regulations, ensuring fairness and the most convenience for the people.

The Chairman of Lam Dong Provincial People's Committee also requested localities to publicize the entire plan, listen to public opinions, and promptly handle any arising complaints. At the same time, increase human resources from other units to support measurement, appraisal, and approval of plans, ensuring the progress of site clearance according to plan.
