Propaganda in many diverse and rich forms
In Khanh Hoa province, there are many coastal border communes and wards, which are strategic areas in terms of national defense, security and marine economic development. However, this is also an area with uneven socio-economic conditions. In many island communes, remote areas, the intellectual level and legal awareness of the people are still limited.
Along with that, difficult living conditions, low education level, a number of fishermen still practice production based on experience, lack of access to legal information, violations of the law at sea such as illegal fishing, encroachment into foreign waters, smuggling, human trafficking... still pose many potential risks.

With the goal of bringing the law closer to the people, especially the people in border and island areas, from 2021 up to now, Khanh Hoa Border Guard has widely deployed the contents of Project 1371 through many diverse forms of propaganda, bringing about clear results. Among them, there are many good models such as the program "Helping children go to school", "Adopted children of border guards", "Teacher in green uniform" or the model "Safe boat team", "Fishermen with sea and island law", "Accompanying women in border areas" ...
These models not only convey legal knowledge in an easy-to-understand, vivid form, suitable for the level and characteristics of the region, but also contribute to building a close relationship between the army and the people. In addition, border posts have coordinated with local schools to organize extracurricular activities to propagate the Vietnam Border Law, Vietnam Sea Law, Fisheries Law, etc. to help students understand more about sovereignty over seas and islands, and raise civic awareness.
At the same time, direct propaganda is organized at fishing ports and anchorage areas so that fishermen clearly understand regulations on seafood exploitation, do not encroach on foreign waters, and ensure safety for legally operating vessels.
Raising awareness of law compliance
According to the Khanh Hoa Border Guard Command, thanks to the proactive and flexible approach, many pressing issues such as illegal fishing, violations of foreign waters, use of explosives in fishing, smuggling of goods by sea, human trafficking, etc. have been clearly controlled. Law violations and social evils tend to decrease; people's awareness of voluntarily complying with legal regulations is increasingly enhanced, especially in denouncing crimes and participating in maintaining security and order in the area.
One of the outstanding results that Project 1371 has brought is political and social stability in the coastal border area, creating a premise for economic and cultural development, poverty reduction and new rural construction. Through legal propaganda programs combined with livelihood support, Khanh Hoa Border Guard has helped many households escape poverty and stabilize their lives.

Service production models associated with the sea such as aquaculture, community tourism, fishing in joint teams... are increasingly developing, associated with compliance with the law on resource exploitation, environmental protection, IUU prevention, natural disasters, and epidemics. This is also the foundation for building a solid "people's border defense posture", connecting the military and people in protecting sovereignty and maintaining social order and safety.
According to the Khanh Hoa Border Guard, after merging administrative units, Khanh Hoa has become the province with the longest sea border in the country with nearly 500km of coastline and a large sea area. This reality poses an urgent need to continue promoting propaganda, dissemination and legal education right from the grassroots.
Promoting the role of the Border Guard force in disseminating and educating the law at the grassroots level is not only a responsibility, but also a long-term strategy to build a solid border defense posture for the people. Extracurricular activities at schools, propaganda at fishing ports and anchorage areas have contributed to raising awareness of compliance with regulations on legal exploitation, limiting IUU violations, and significantly reducing the use of explosives and smuggling of goods by sea.
In the coming time, with the close coordination between the Border Guard, local authorities and mass organizations, the spirit of the rule of law will continue to be widely spread. That is an important foundation contributing to protecting national sovereignty, maintaining social order and safety and sustainable development of the coastal border area of Khanh Hoa province.
