Closely follow work efficiency

Implementing the Central's direction, the evaluation of cadres must closely follow the effectiveness of their work. Right from the beginning of the term, the Cao Bang Provincial Party Committee issued Regulation No. 512-QD/TU, dated December 1, 2021 on the set of criteria for evaluating cadres under the management of the Provincial Party Committee Standing Committee, focusing on reviewing and overcoming limitations in performing assigned tasks. Promoting the exemplary role, based on the suggestions for in-depth review of a number of aspects of the work of the Politburo , the Cao Bang Provincial Party Committee Standing Committee seriously reviewed and assessed the specific responsibilities of the collective and individual comrades of the Standing Committee in leading and directing the implementation of assigned political tasks. From there, promptly develop plans, solutions, lead, direct and organize implementation to overcome the shortcomings and limitations that have been pointed out.

The Provincial Party Standing Committee directly suggested self-criticism for collectives and individuals under their management. Collectives and individuals in leadership and management were suggested to seriously review, proactively develop plans, propose solutions and plans to overcome and handle shortcomings and limitations in management, operation, and direct the implementation of outstanding issues in units and fields under their responsibility, thereby avoiding complicated and prolonged incidents.

In 2022, to better implement the work of evaluating cadres, the Standing Committee of the Cao Bang Provincial Party Committee issued Regulation No. 1027-QD/TU dated November 11, 2022 on criteria for evaluating cadres under the management of the Standing Committee of the Provincial Party Committee (replacing Regulation No. 512-QD/TU); supplementing criteria for evaluating cadres, civil servants, public employees and workers associated with specific, clear, effective products, suitable to practice and task requirements. At the same time, the Standing Committee of the Provincial Party Committee also issued Decision No. 1010-QD/TU on the model Regulation on evaluation and classification of collectives and individuals of cadres, civil servants, public employees and contract employees in Party agencies, the Fatherland Front and socio-political organizations of Cao Bang province.

From 2021 to 2024, 1,262 cadres under the management of the Provincial Party Committee Standing Committee were evaluated and classified according to the new process, ensuring objectivity, creating a basis for the Provincial Party Committee to deploy the work of mobilizing, rotating, appointing, and introducing candidates in accordance with regulations. The province has mobilized, rotated, appointed, reappointed, and introduced candidates for 427 cadres under the management of the Provincial Party Committee Standing Committee. At the grassroots level, Party committees, authorities, and units have also rotated and mobilized 462 cadres and civil servants, creating a practical training environment for young and promising cadres.

Positive changes from the grassroots

New regulations and procedures in the work of evaluating cadres have helped to gradually improve the quality of the cadre team of Cao Bang province, meeting the requirements of the task. Truong Ha commune was established on the basis of merging the entire natural area and population of Truong Ha, Soc Ha, Quy Quan communes, Xuan Hoa town, with a natural area of 143.30 km2. The commune has 32 hamlets and residential groups (including 15 hamlets with special difficulties), with many ethnic groups living there, including 5 main ethnic groups: Tay, Nung, Mong, Dao, Kinh. In the 2020-2025 term, the Party Committee of the commune seriously carried out the work of evaluating and classifying cadres and civil servants every year, in conjunction with reviewing and supplementing the cadre planning; the process of appointing and introducing candidates for election was carried out strictly, publicly and transparently.

Comrade Duong Mac Kien, Party Secretary of Truong Ha Commune, said that along with innovating the work of evaluating cadres, the Commune Party Committee also focuses on training, fostering and improving the qualifications of commune cadres and civil servants. Up to now, the number of commune-level cadres and civil servants with university degrees has reached 100%; 98% of key cadres, the Fatherland Front and socio-political organizations at the commune level have intermediate political theory degrees or higher. The team of cadres is steadfast, capable and has practical experience, contributing to the realization of economic and social development policies in the area. Many types of crops and livestock with high economic value and local strengths are effectively exploited, bringing stable income to the people.

Quang Lam commune was established on the basis of merging Quang Lam and Thach Lam communes. Following the direction and guidance of the Cao Bang Provincial Party Committee, the Commune Party Committee directed the synchronous and effective implementation of cadre organization work; planning, reviewing, supplementing, removing from the planning, training, fostering, assigning, and introducing cadres to run for election in accordance with the correct procedures and regulations. In the 2020-2025 term, the Commune Party Committee strictly implemented the work of reviewing, evaluating, and classifying party organizations, party members, and cadres every year.

Through the evaluation and classification, 5/35 units have excellently completed their tasks, accounting for 14.2%; 30 units have completed their tasks well, accounting for 85.7%. The team of commune cadres is united, working together to create many important breakthroughs. As a particularly difficult area, in the period of 2020-2025, the commune has synchronously deployed solutions, mobilized all resources to support and invest in effectively implementing national target programs. The poverty rate has decreased by 6.6%/year. Up to now, the commune has 21/23 hamlets with car roads to the hamlet center, all 23 hamlets have motorbike roads to the hamlet, ensuring smooth traffic, convenient for transporting goods and traveling of people.

The quality of cadres is demonstrated by the results of leadership and direction in implementing political tasks. In Cao Bang, in the past term, the effectiveness of positive economic restructuring has significantly increased the scale of the economy. GRDP in 2025 is estimated at 28,618 billion VND, accounting for 0.22% of total GDP, 1.5 times higher than the economic scale in 2020; improving the lives of ethnic people, especially in revolutionary base areas.

According to Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, in the 2025-2030 term, the Cao Bang Provincial Party Committee is determined to create a breakthrough in development, striving for a fairly high economic growth rate compared to other provinces in the Northern Midlands and Mountains region. From the practical leadership work, the Cao Bang Provincial Party Committee identified the work of building a contingent of cadres as a key task, a foundation for implementation. In particular, cadre assessment continues to be innovated with the motto of being consistent, continuous, multi-dimensional, with criteria, through specific products in the spirit of Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system.
