Liverpool have been in the transfer market for a new number six since Fabinho joined Saudi Arabian side Al-Ittihad for £40m.
Endo is currently the captain of Stuttgart.
Both Moises Caicedo and Romeo Lavia were wanted by Liverpool's board, with the Reds agreeing a £110m bid for Caicedo, before Chelsea moved in "slowly but surely" with a successful £115m offer.
Liverpool then moved for teenage player Lavia when agreeing to Southampton's £50 million price tag, but Chelsea once again "stolen" coach Klopp.
Crystal Palace's Cheick Doucoure and Fulham's Joao Palhinha were also linked with Liverpool, but according to the latest news from transfer expert Fabrizio Romano, Liverpool have decided to turn to the Bundesliga for Endo.
Endo always looks to Liverpool
The 30-year-old has less than 12 months left on his contract with Stuttgart. The Bundesliga club were forced to agree to let the player move to the Merseyside club because they could not reach a personal agreement with Endo.
Liverpool are expected to pay around 18 million euros (15.4 million pounds) for Endo. The Japan international has also agreed personal terms and will undergo a medical today, August 17.
Endo is said to be keen on playing for Liverpool after five years at Stuttgart. The midfielder, born in 1993, is currently captain of Stuttgart, scoring 15 goals and providing 12 assists in 133 appearances for the club. Endo mainly plays as a defensive midfielder.
Endo, who played as a centre-back last season, scored six goals and provided five assists in 40 appearances. Most recently, Endo scored in Stuttgart's 4-0 win over TSG Balingen in the first round of the German Cup last Saturday.

With 50 caps for Japan, Endo has played in two World Cups, helping the Samurai boys reach the round of 16 at the Qatar 2022 World Cup.
The former Urawa Reds player will become Liverpool's third signing of the summer, following Dominik Szoboszlai and Alexis Mac Allister. Endo is likely to be registered in time to make his debut for Liverpool fans, in the match against Bournemouth this weekend in the second round of the Premier League.
