According to Associate Professor Dr. Dang Van Bai, Vice Chairman of the National Heritage Council, qualitatively assessing the cultural value of heritage and quantitatively assessing the economic value of heritage are the prerequisites for the investment policy planning process. Hoi An is a typical case from the perspective of successful heritage economics.
The strategic orientation for the development of Hoi An's cultural industry, including tourism , crafts, and folk arts, is developing on a national, modern, and sustainable basis.
Specifically, Hoi An's cultural capital has 3 important components : tangible and intangible cultural heritage; Hoi An people/indigenous residents, important human resources for development (golden hands of talented craftsmen and creativity of artisans in the field of folk art...); the will and ability to innovate and create of Party committees, authorities and state management agencies at all levels in the locality. In addition, a team of potential businesses is ready to start up to reach new achievements in the development of cultural industry.
Mr. Dang Van Bai said that Hoi An's outstanding position with the brand recognized as a World Cultural Heritage - Creative City - Top attractive tourist destination in Vietnam and Southeast Asia requires the creation of breakthrough mechanisms and policies to promote the creative capacity of social resources.
From Hoi An, looking at a broader perspective, in addition to infrastructure, sustainable development is considered a consistent principle for Da Nang city to operate in the future. Da Nang needs to balance tourism growth with environmental conservation, cultural relics, and at the same time link tourism activities with the livelihoods of local communities. The city can also play the role of a "coordination center", connecting international visitors with neighboring localities through inter-regional and inter-national tour systems such as the "Central Heritage Road" or Vietnam - Laos island tours.
Da Nang also needs to develop specialized training programs, apply service management technology and international cooperation to improve labor skills, especially in areas developing community tourism. A high-quality workforce will be the key factor for the city to create a superior competitive advantage in the region.
Dr. Le Thi Minh Ly, Vice President of the Vietnam Cultural Heritage Association, said that, in a very natural way, Quang Nam residents have consciously lived in the heritage, respected, preserved and cherished it. The participation of cultural entities, community groups and individuals who are holding and practicing the heritage... shows that the strategy of building human resources to preserve and transmit the heritage has had positive effects.
Along with the identified cultural heritages, the centuries-old craft villages such as Thanh Ha pottery, Kim Bong carpentry, Non Nuoc stone craft village, Nam O fish sauce craft village, Tra Que vegetable village or the unique values of Co Tu brocade... are the network of living assets of Da Nang today. When the community becomes co-owners, they are also the ones who create value for the heritage. And the cultural capital - the underground stream that has flowed through this land for hundreds of years is the biggest advantage for the goal of sustainable development of the land in all aspects.
