At 8 a.m., at the Long Kien Commune Public Administration Service Center, there were quite a lot of people coming to do administrative procedures. Mr. Tran Thanh Phuc, a resident of Long Kien Commune, was waiting to get a birth certificate for his grandson and shared: “This is my first time here, I am still quite confused and do not know where to start. As a person living in the countryside, I am not very familiar with technology! I was enthusiastically guided by the commune officials and civil servants.”
Vice Chairman of the People's Committee of Long Kien Commune, Ho Chi Cuong, said: "The Commune Public Administration Service Center always operates continuously to ensure good service for the needs of people and businesses; regularly propagates and guides people to use online public services to save time and travel. The results of receiving and returning results are good, minimizing the situation of late documents."
Mr. Pham Ngoc Tai came to do the land procedures and shared: “Before, I did the name change procedure very quickly! Today, I did the procedure for granting land use rights certificate, waiting for the measurement so it was slower. However, doing administrative procedures now is much faster than before”. Many people and businesses shared, with the spirit of serving the people clearly shown through the professional, friendly and highly responsible attitude of the staff, always taking people's satisfaction as a measure of work efficiency.
According to Mr. Ho Chi Cuong, regarding discipline and administrative discipline in recent times, cadres and civil servants have upheld a sense of responsibility in performing their duties, strictly followed working hours; always strived to improve their skills and professional qualifications, and best met the requirements of assigned tasks. "I came here to extract the original birth certificate for my child and submit it to the company in Binh Duong to receive the regime. Coming here, the receiving departments work quickly, conveniently, and support people very enthusiastically," said Ms. Nguyen Thi Kim Xuyen, resident of Long Kien commune.
In order to build a friendly and people-serving administration, Long Kien has implemented many new models, initiatives and solutions in administrative reform, bringing public services closer to the people. Typically, the Commune Youth Union coordinated with the Public Administration Service Center to launch a youth volunteer army to support the operation of the 2-level local government model and provide online public services at the grassroots level. Union members and youth have basic knowledge of technology to support daily reception, guidance, and provision of public services and online public services to people at the center.
The construction and development of e-government and digital government have achieved good results. 100% of cadres and civil servants have implemented digital signatures. The rate of documents exchanged between state agencies (except for confidential documents as prescribed) in electronic form has reached 100%. The software system for managing documents and directing operations on the network environment ( VNPT -iOffice) has been deployed to connect seamlessly to commune professional departments and school units. Mr. Ho Chi Cuong said that the People's Committee of the commune has deployed the electronic one-stop software application (VNPT-Igate) at the Public Administration Service Center; providing online public services, equipping Kiosk to look up information on administrative procedures at the center, announcing and serving information lookup and search for people and businesses. At the same time, building and implementing the 5 on-site + 5 off model to realize the model of e-government at the grassroots level, improving the quality of service for people and organizations, enhancing the application of information technology in handling administrative procedures, reducing costs and time for people. The People's Committee of the commune established a Technology and Professional Response Team, and at the same time built a scenario with 4 situations and ways to handle them to operate the center smoothly, return results quickly, and meet the requirements.
Box: Up to now, Long Kien Commune Public Administration Service Center has received 2,863 records, the rate of records with fully digitized components upon receipt is 99.23%, the rate of digitizing the results of handling administrative procedures is 90.6%.
