A series of regional tax branches recently issued official dispatches announcing the update of taxpayer address information according to new administrative areas and tax authorities directly managing taxpayers.
The tax authority has updated taxpayer address information on the tax industry database system according to the new administrative area list (provincial and commune levels) as well as the tax authority directly managing the taxpayer.
Changing the taxpayer's address according to the new administrative area list does not require the taxpayer to adjust the information on the Business Registration Certificate.
The tax department's notice is the basis for taxpayers to explain to relevant agencies or to customers in case the address on the invoice is the address updated by the tax authority according to the new administrative area list but the information on the Business Registration Certificate is still the address according to the old administrative area list.
In case taxpayers need to update their business registration certificates, the Regional Tax Departments request taxpayers to carry out procedures according to regulations with the business registration authority.

From July 1, according to the proposal of the Ministry of Finance in the draft amendment to Decree 29/2025, the model of 20 regional tax branches will become 34 tax units of provinces and centrally run cities (an increase of 14 units). At the same time, 350 district-level tax teams will also be converted into corresponding units under the provincial and municipal tax to manage at the commune level.
The Ministry of Finance said the model adjustment aims to ensure consistency within the industry, in accordance with the principles of organizing the new administrative apparatus.
