Open 2 bottom spillway gates of Hoa Binh hydropower reservoir at 6:00 p.m. and 12:00 a.m. on October 3

On the afternoon of October 3, the Minister of Agriculture and Environment issued Official Dispatch No. 7470/CD-BNNMT to the Director of Hoa Binh Hydropower Company regarding the opening of two spillway gates of Hoa Binh Hydropower Reservoir at 6:00 p.m. and 12:00 a.m. on October 3.

Previously, in response to the development of storm No. 10, Hoa Binh Hydropower Plant was ordered to open the first bottom spillway gate at 8:00 p.m. on September 29 and the second bottom spillway gate at 3:00 a.m. on September 30; at 5:00 p.m. on September 30, one bottom spillway gate was closed; at 11:00 a.m. on October 1, the remaining bottom spillway gate was closed. Thus, by 4:00 p.m. on October 3, Hoa Binh Hydropower Company had closed all bottom spillway gates.

At 2:00 p.m. on October 3, the upstream water level of Hoa Binh Lake was at 115.57 m, the downstream water level was 12.67 m, the flow to the lake was 6,183 m3/s, the total flow to the downstream was 2,228 m3/s.

Hoa Binh Hydropower Company closely monitors the development of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly reports to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention) and relevant agencies as prescribed.

On the same day, the Ministry of Agriculture and Environment issued Document No. 7471/BNNMT-DD to the People's Committees of the following provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh on ensuring downstream safety when operating the Hoa Binh Hydropower Reservoir.

Accordingly, to ensure safety for works and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take measures to ensure safety and adjust activities accordingly.

Provinces and cities promptly report unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
