According to the Project Management Board, the Tan Nam contractor's slow mobilization of machinery and equipment has affected the project's progress, with many items being delayed and not meeting requirements.
On March 25, according to news from the Dong Nai Traffic Construction Investment Project Management Board, the new unit issued a document announcing violations of contract progress, criticizing Tan Nam Construction Joint Stock Company for delaying the mobilization of motorbikes, equipment and personnel to serve the construction of package No. 26, component 3 of Ho Chi Minh City Ring Road 3, section passing through Dong Nai.
Package 26 includes the intersection with Ben Luc - Long Thanh Expressway.
According to the Project Management Board, in mid-March, the Board and the supervising consultant inspected the construction site and reminded the contractor of the backlog in construction implementation. However, the unit then continued to inspect and found that the Tan Nam construction site had improved but not significantly.
The Project Management Board assessed that the contractor's delay in mobilizing human resources, machinery, equipment and materials led to the delay in progress of this section. "We have requested the contractor to commit to remedy the situation, fully supplement human resources, equipment and proactively source materials to speed up progress. Up to now, the mobilization of human resources and machinery has improved compared to the previous days. The Board continues to request the contractor to increase the number of workers to speed up construction and compensate for the output," Mr. Ngo The An, Director of the Project Management Board emphasized.

According to Mr. An, in order to ensure the overall progress of the project to be basically completed by December 31, the Project Management Board has set important milestones for Tan Nam and other contractors at the project.
Accordingly, before June 30, the bridge section at the Ben Luc - Long Thanh expressway intersection must be completed (except for the bridge abutment obstructed by high-voltage power poles). Before May 30, the main roadbed, parallel road, and the Ben Luc - Long Thanh expressway intersection access road and Huong Lo 19 bridge must be completed (except for the items obstructed by power poles) to avoid the impact of the rainy season. Before December 31, all asphalt paving work must be completed.
The Project Management Board also requested the supervising consultant to record daily in detail the number of machines, the volume of excavation and the progress of the contractor. At the same time, propose to handle individuals who are not qualified or lack responsibility during the construction process. Besides, it also urged the remaining contractors to maintain progress and speed up to complete the project on time.

Sharing with reporters, Mr. Cao Xuan Vinh - Deputy Director in charge of the project of Tan Nam said: "The construction unit's section is about 2.2km long. Tan Nam's current difficulty is that it is still stuck with technical infrastructure, and the electric poles have not been relocated, which affects the construction of Huong Lo 19 bridge abutment and the intersection with Ben Luc - Long Thanh expressway. In addition, sand, soil and rocks, although being gradually removed, have not been brought to the construction site yet, which also significantly affects the construction work."
"We mobilize equipment according to the critical progress of each item. For example, the excavation and filling phase will mobilize excavators, excavators, bulldozers... the road surface and traffic safety phases... will continue to mobilize other personnel and equipment to meet the construction requirements of each item. After being criticized, the unit is also adding more machinery and personnel to speed up construction," said Mr. Vinh.
Component 3 of the 11.2km-long Beltway 3 Ho Chi Minh City project through Dong Nai has so far achieved over 27% of its output. Of which, package 26 has achieved over 22%, package 29 has achieved over 31%, and package 32 has achieved over 23%.
This section has its starting point at Km 0+000 in Vinh Thanh commune, Nhon Trach district, Dong Nai province. The end point is at Nhon Trach bridge in Long Tan commune, Nhon Trach district, Dong Nai province. The total investment capital of over 2,500 billion VND is expected to be completed in 2025 and put into operation from 2026.
According to the Project Management Board, the site is now basically ready for construction. The Project Management Board proposes to relocate the technical infrastructure soon.
Currently at the construction site of component 3, contractors have mobilized many motorbikes, equipment and personnel to speed up the progress. The bridge section at intersection 25C has also launched many girder spans, and piers are being constructed. The road section is also being excavated and filled with earth. Trucks are constantly coming in and out of the construction site.
