A district of Ho Chi Minh City directed not to overcharge at the beginning of the school year.

During the period when schools are organizing the school opening ceremony, Mr. Bui The Hai, Vice Chairman of the People's Committee of District 10 (HCMC), sent a document to schools from kindergarten to junior high school in the area requesting school principals to strictly implement regulations on the implementation of tuition fees for the 2024-2025 school year.

Mr. Bui The Hai requested that while waiting for instructions from the HCM City Department of Education and Training and the District People's Committee, schools absolutely must not collect any fees (including advances) and must not allow overcharging at the beginning of the school year.

In addition, the Vice Chairman of District 10 People's Committee also emphasized that the school principal is responsible before the District People's Committee if there are any violations due to overcharging at the beginning of the school year.

The People's Committee of District 10 assigned the District Department of Education and Training to strengthen inspection and supervision of the implementation of the District People's Committee's direction for affiliated educational institutions.

It is known that the Ho Chi Minh City People's Council has announced 9 public school service revenues to be collected from the 2024-2025 school year, including: Boarding service organization and hygiene management services; Breakfast service; After-hours care and nurturing services (including caretaking services before and after school hours, excluding meals); After-hours care and nurturing services (including caretaking services during holidays, excluding holidays and Tet, excluding meals); Care staff services; Initial student health check-up services; Air conditioning services; Utility services applying information technology and digital transformation; Caring and picking up children and students by car.

At the same time, the City People's Committee assigned the Department of Education and Training to preside over and coordinate with the Department of Finance to provide specific guidance on educational service revenues and other revenues in the area from the 2024-2025 school year according to regulations.

An officer from the Department of Education and Training's Financial Planning Department said that to avoid each school and each locality collecting fees differently, the Department is consulting with specialized departments on the basis of unifying the collection contents based on the school's educational activities and inheriting the collection items stipulated in Resolution 04 applied in the previous school year.

However, unlike Resolution 04, the upcoming collection guidelines for districts and schools will not specify specific collection levels. Depending on the actual situation, schools will consult with parents to ensure the principle of collecting enough to cover expenses, in accordance with the actual situation of the school year, and the increase in collection levels (if any) will not exceed 15% compared to the previous school year.

Educational institutions must base on the actual situation of material facilities and student needs to develop revenue and expenditure estimates for each revenue item and submit them to competent authorities for approval.

This is the second year that Ho Chi Minh City has issued regulations on the ceiling of service fees in public schools to help parents know the fees to monitor and avoid overcharging.
