Nam Dinh submits to the Prime Minister for consideration the establishment of Ninh Co Economic Zone

Mr. Tran Anh Dung, Permanent Vice Chairman of Nam Dinh Provincial People's Committee, said that the province has submitted documents and a project to the Prime Minister on the establishment of Ninh Co Economic Zone (EZ).

According to the project, this is an area of ​​13,950 hectares across 9 communes, towns and alluvial areas of 2 coastal districts of Nghia Hung and Hai Hau.

In the submission, Ninh Co Economic Zone is located in the South of Nam Dinh province, bordering Hai Phu, Hai Cuong, Hai Trieu communes of Hai Hau district to the North; the East Sea to the South; the East Sea to the East; the West bordering Ninh Binh province (Nam Dien commune of Nghia Hung district) and the communes of Nghia Hai, Nghia Lam, Nghia Thanh, Nghia Tan, Nghia Phong of Nghia Hung district and Hai Giang commune of Hai Hau district.

According to the report of the Provincial People's Committee, the Development Plan of Vietnam's Coastal Economic Zones approved by the Prime Minister includes 19 coastal economic zones, with a total area of ​​about 871,500 hectares. Up to now, the whole country has had 18 coastal economic zones established and put into operation.

Ninh Co Economic Zone, Nam Dinh province was added by the Prime Minister to the Master Plan for the development of coastal economic zones in Vietnam until 2020 in Decision 1353/QD-TTg dated September 23, 2008.

“The Ninh Co Economic Zone construction planning area has fully converged factors and conditions for investment attraction, infrastructure, socio-economic development opportunities, regional connectivity prospects... ”, Nam Dinh Provincial People's Committee assessed.

In the submission, along with stating 6 advantages (geographical location, natural conditions, connecting infrastructure, human resources, policy mechanisms, advantages in terms of industrial development space and investment attraction), Nam Dinh province also pointed out 7 challenges (geographical, natural, land fund, development of neighboring areas, local experience and potential, investment resources, high-quality human resources) when establishing Ninh Co Economic Zone.

According to the People's Committee of Nam Dinh province, the advantage of having both sea and road routes will help diversify the transportation of import and export goods in the economic zone and have a more competitive advantage in attracting investment compared to some other economic zones.

The advantages of traffic and connectivity also help the Economic Zone attract high-quality human resources from provinces and cities in the Red River Delta, facilitating the import and export of goods and services to regions in Northeast Asia, Southeast and Southwest China.

Meanwhile, the current land fund in the area planned to establish the economic zone (13,950 hectares) is mostly state-managed land, convenient for recovery to implement projects.

The People's Committee of Nam Dinh province said that the general goal of the Project to establish Ninh Co Economic Zone is to build and develop a multi-industry, multi-functional economic zone; a breakthrough development focus, leading the local economy.

To build Ninh Co Economic Zone, according to the People's Committee of Nam Dinh province, the locality has a relatively synchronous economic and social infrastructure system.

By road, the economic zone has a coastal route passing through; conveniently connected to the Ninh Binh - Hai Phong - Quang Ninh expressway and the North - South expressway.

Regarding waterways, Ninh Co Economic Zone is the region's waterway transport hub with two large river mouths, Ninh Co River and Day River.

In terms of sea routes, this economic zone also has great potential to build a deep-water seaport system (capable of receiving ships with a capacity of up to 300,000 DWT) to serve Ninh Co economic zone and meet the needs of import and export of goods in the region and neighboring provinces.

Regarding aviation, the Economic Zone is conveniently connected to Noi Bai Airport (Hanoi) and Cat Bi Airport (Hai Phong). Within the Economic Zone, a number of inland ports have been built, including: Hai Thinh Port (2 bridges 200m long, capacity of about 1 million tons/year), built since 1995, can accommodate ships from 400-2,000 tons; Ninh Co Fishing Port (1 bridge 190m long, mainly performing fishing logistics tasks); Thinh Long Military Port (2 bridges 60m long, capacity of about 0.3 million tons/year) and 1 oil transfer point outside Lach Giang estuary for ships up to 48,000 tons.
