According to the draft, this circular regulates the determination of the equivalent title of teacher when changing job positions. When issued, the circular will apply to teachers in public educational institutions. This regulation does not apply to cases where teachers enjoy attraction and treatment policies according to Government regulations or teach in educational institutions under the state management authority of the Ministry of Public Security and the Ministry of National Defense.
The purpose of the circular is to serve as a basis for competent authorities to decide on changing teaching positions and appointing equivalent teaching positions. Teaching positions are determined to be equivalent when they are in the same group of civil servant job titles and have the same salary coefficient.

The Ministry of Education and Training will seek comments on this draft circular until October 21, 2025.
When the circular is approved and issued, the competent agencies and units that recruit, mobilize, receive, and transfer teachers have the authority to determine equivalent titles based on this circular to implement changes in professional titles.
