An Giang directs propaganda and warnings about "Electronic contact book" scam method

On October 6, the People's Committee of An Giang province issued Official Dispatch No. 1153/UBND-KGVX on propaganda and warning about the "Electronic Contact Book" scam method with the trick of impersonating the school board and homeroom teachers to defraud and appropriate personal and financial information of parents.

Currently, many schools have applied "Electronic Contact Book" to replace the traditional Contact Book, helping parents to monitor and look up students' academic scores easily and quickly. Service providers have launched many different "Electronic Contact Book" applications or look up directly on websites. Taking advantage of the widespread use of "Electronic Contact Book", scammers have come up with new fraud methods.

Recently, there have been many cases of parents receiving calls from impersonating school administrators and homeroom teachers with the aim of defrauding and appropriating personal and financial information. The subjects often give reasons such as "supplementing student records", "confirming electronic identification codes for students" or "installing the Electronic Contact Book application". Then, they send fake links and ask parents to provide personal information, bank account numbers and OTP codes. When parents follow the instructions, money in the account is appropriated in just a few minutes or personal information is exploited to open virtual accounts, borrow black credit and commit other illegal acts.

From the above situation, the People's Committee of An Giang province requests the provincial departments, branches, sectors and the People's Committees of communes, wards and special zones to urgently continue to effectively implement the directives of the Chairman of the Provincial People's Committee related to the prevention and handling of fraudulent activities of appropriating assets using high technology in cyberspace.

Strengthen propaganda work on methods and tricks of fraudulent activities to appropriate assets on cyberspace to raise people's awareness, vigilance, and self-prevention, especially the "Electronic Contact Book" scam.

Promote the movement of all people to protect national security; maintain forms of interaction with the people through hotline numbers, VNeID application, email addresses, social networks, and crime reporting mailboxes.

Regularly check, maintain and upgrade information systems and databases within the scope of management to promptly detect and fix technical vulnerabilities, avoiding risks of not ensuring system security and safety leading to the disclosure and loss of personal data, especially data of students.

The People's Committee of An Giang province assigned the Department of Science and Technology to direct telecommunications service providers in the province to propagate the methods and tricks of the "Electronic Contact Book" crime to the masses via SMS messages with the following content: "Currently, there is an online scam that impersonates schools and requests information and installation of "electronic contact number" applications. People are requested to be vigilant, not to provide bank accounts, OTP codes or install strange applications. If they receive calls with unusual signs, they need to immediately contact the nearest school or police for support."

At the same time, the Provincial Police Department is assigned to advise, monitor, guide, inspect and urge the implementation of this document. When a related incident occurs or there are suspicious signs, units and localities must promptly investigate and handle it according to the provisions of law.
